UNDP invites qualified companies/institutions to submit proposals for assessment of the current status of operation of the Administrative Courts in Ukraine and their needs

June 2006. The overall project objective is to continue to effectively support the establishment of democratic governance in Ukraine as a critical aspect of Ukraine’s European integration aspirations.

In order to achieve main goal of the project the activities will be undertaken in the directions of providing Support to Judiciary Reform and Support to National Commission on Strengthening Democracy and Rule of Law and Ministry of Justice of Ukraine.

Objective
This component contribute to achievement expected CP Outputs — Access to justice and rights enhanced through institutional reforms and strengthening of the judicial system, court administration, and the media.

The activity will contribute to achievement of the Objective to consolidate the capacity of the High Administrative Court of Ukraine to introduce reforms that enable achievement of European Standards and citizen access to administrative courts to protect their rights against state.

Outputs
The output is to carry out survey Assessment of the current status of operation of the Administrative Courts in Ukraine and their needs and present it’s results.

In order to obtain this output the executor should:
- Carry out survey of experts’ opinion on the process of formation the administrative court system in Ukraine as well as define factors that influence the assessment;
- Discover the main problems of formation and functioning the administrative courts and administrative justice in Ukraine and define their needs from the point of view of legal experts;
- Compare expert assessment with results of sociological investigation early made (in particular on public attitude toward activity of High Administrative Court, legal investigations of administrative cases by courts etc.);
- Make an analysis and summarizing of the results achieved and develop proposals and recommendations on their basis.

Proposal should be submitted no later than 26 June 2006 (inclusive) and should include the budget as well as the proof of the required expertise and experience (see above).

Proposal should include the following:
- up to five pages narrative on methodology and proposal approach;
- information on your organization with the list of analytical/research products delivered during the last 2 years;
- detailed budget in UAH;
- information on the organization, including its address, web-site and contact details;
- details on the organization’s personnel who would be involved into the research, including their CVs.
