Authors of publication analyzed budget supplying of social and humanity programs, which are carry out by government and executive agency’s at the local level. The priorities of this program are also specified. The publication is also enlightening the problems of national minorities, interregional stereotypes, interaction of state and civic society institutes and Ukraine international liabilities execution.

The publication was made in the context of “Forming the national consolidation policy: regional context” initiative, which is performed within the frameworks of “State policy counselors for Ukrainian reforms support” program, financed by Canadian International Development Agency (CIDA) and guided by Canadian Bureau of International Education (CBIE).
