Responsibilities
Under supervision of UNIFEM Regional Programme Director for CIS and in close cooperation with National Programme Officer of UNIFEM Regional Office for CIS, a consultant should achieve the following objectives:
Objective 1: Revise project proposals in accordance with LPAC Recommendations
Objective 2: Provide technical support in implementation of the projects
Objective 1: Revision of Project proposals in accordance with LPAC Recommendations
In order to achieve Objective 1 Consultant must provide technical and consultative support to grantees, including:
à) Support on capacity building of the grantees. Consultant should develop one-day training module on Results Based Management (RBM) for the grantees and conduct the training.
The training should specifically aim at equipping participants with RBM concepts of goals, objectives, activities, success indicators, outputs, outcomes, etc.
á) Support in project revision. Based on RBM Training results, Consultant should provide technical and consultative support in project proposals revision in accordance with LPAC and UNIFEM Regional Office for CIS recommendations.
It is recommended to review two project proposals during two days based on RBM training results.
Consultant should insure the following:
- clear formulation of goals, objectives, work plans and results framework,
- development of a strong strategy for capacity building,
- development of a strong strategy for cooperation with governmental organizations,
- revision of the budgets,
- development in details mechanisms of project implementation and coordination
Objective 2: Provide technical support in implementation of the projects
Consultant should provide technical and consultative support in Results based management issues during two years, which include the following activities:
à) provide technical and consultative support in project implementation, including development of TORs, project reports etc.
á) provide comments and recommendations on RBM to project documents (project plans, reports etc) and strategic papers.
â) Participate at meetings of Projects Steering Committee (quarterly).
3. Contract duration and extent of involvement
Implementation of Objective 1: Total 5-6 full working days
Preparation of the training: 2 calendar days
Conducting the training: 1 day
Finalization of project proposals: 2-3 calendar days
Implementation of Objective 2: During 2 years (part time work – up to 15% working time)
4. Requirements
- At least 3 years experience in Project/programme management.
- Knowledge and experience with RBM. Experience working as a RBM trainer/facilitator.
- Excellent fluency in Russian and Ukrainian languages, at least upper intermediate level of English.
- Strong skills in MS Office, e-mail and internet.
- Experience working with/for International organization in an asset.
- Experience working on gender issues or gender-based violence is desirable.
