The International Trade Centre (ITC) is the joint technical cooperation agency of the World Trade Organization and the United Nations. ITC is implementing a 4 year trade related technical assistance project in Ukraine, funded by Swedish International Development Cooperation Agency.

The project will be organized around the following four outputs:

Output 1: Roadmap developed for selected value chains in the fruits and vegetables sector

Output 2: Capacities of SMEs strengthened to improve international competitiveness

Output 3: Capacities of Business Service Organizations (BSOs) strengthened to provide SMEs with relevant business support services

Output 4: Business linkages created for SMEs to expand sales in both domestic and international markets, in particular the EU.

Organizational Context:

Under the overall guidance of the Chief, Office for Eastern Europe and Central Asia and under the direct supervision of the Programme Coordinator of the ITC Headquarters in Geneva, the National Project Manager will be responsible for the efficient planning and implementation of project activities in the country.

Description of Responsibilities :

  • Under guidance of ITC Programme Coordinator ensure the efficient planning, and coordinated and timely implementation of all project activities in the country, including organization of events, assistance to international staff and consultants whenever required;
  • Assist in setting up a project office in Ukraine, including local administrative and logistical arrangements to facilitate the successful start of the project activities and ensure its uninterrupted functioning;
  • Update project work plan, keep it under review and ensure its timely implementation, prepare project progress and final reports;
  • Provide regular guidance and advice to the national consultants, evaluate their performance, provide technical comments on consultants reports whenever required;
  • Coordinate project activities between three regions in Ukraine;
  • Maintain effective dialogue and ensure effective coordination with the representatives of key local and regional governmental, relevant ministries and agencies, business community and donor representatives;
  • Organize effective external communication for the project, e.g. through its appropriate presentation at relevant key events in the country, ensuring regular dissemination of information bulletins and update of the project’s web site;
  • Support the Programme Coordinator with expertise and advice on policy issues and on the local context. Monitor and analyse key economic, social and political developments which affect regional / local recovery; through this process, advise on needs, challenges and potential solutions relevant to the programme activities;
  • Undertake any other tasks required for the successful implementation of the project.

Competencies:

  • Excellent interpersonal and communication skills, and an orientation to work in the best interests of beneficiaries;
  • Conflict sensitivity, personal integrity and adherence to the UN ethical standards;
  • Task and time management skills, ability to work under pressure, with strong delivery orientation;

Qualifications:

  • Master degree or equivalent in social sciences, economics, finance, business management or equivalent disciplines;
  • At least five years of relevant experience in development in a governmental, international or civil society organisation, or in business entity including at least 2 years of senior-level management experience;
  • At least 2 years of professional experience in planning, managing and implementing technical cooperation projects in transition economies is desirable, preferably in the area of foreign trade development.
  • Sound knowledge about  the country’s trade context; knowledge of trade and development priorities of the three selected regions will be an asset ;
  • Experience in working with international organizations;
  • Ability to work with a wide cross-section of partners: government, local authorities, NGO’s, communities, media and businesses;
  • Experience of working with fruits and vegetables sector or related sectors would be an asset.
  • Advance knowledge of English, Ukrainian and Russian.
