HealthRight International Overview

HealthRight International is a global health and human rights organization working to build lasting access to health for excluded communities.

Proposal Objective

HealthRight is seeking a Deputy Chief of Party for the upcoming five-year ServingLife Project of USAID.

The overall goal of the project is to reduce HIV, tuberculosis (TB), and Hepatitis C (HCV) transmission through detection, care, and treatment of people living with HIV, TB, DR-TB and HCV in pre-trial detention centers, prisons, and post-prison settings in Ukraine. The project activities will be implemented in eleven oblasts of Ukraine (Dnipropetrovsk, Mykolaiv, Odesa, Kyiv city, Kherson, Zaporizzhya, Kirovograd, Kyiv oblast, Cherkasy, Chernigiv, Poltava) with the highest HIV, TB, DR-TB and HIV/TB co-infection rates and on the Government of Ukraine’s controlled territories of Donetsk region.

The activities will achieve the following three objectives:

1. Strengthen the existing comprehensive package of HIV, TB, and HCV detection, care and treatment services for people who are at risk of and people living with HIV, TB, MDR-TB and HCV in pre-trial detention centers and prison settings and ensure the continuity of services after release.

2. Build the capacity of medical and social service staff working in the MOJ to provide a comprehensive package of HIV, TB, DR-TB and HCV services.

3. Improve existing and develop new MOH and MOJ evidence-based policies, orders, and guidelines related to the expansion of integrated HIV, TB, DR-TB and HCV programs for pre-trial detainees, prisoners and ex-prisoners, and ensure that a comprehensive package of services is included in national strategies and budgets.

Position Description

Deputy Chief of Party provides technical and strategic leadership of the program and manages a team of staff and sub-partners to ensure quality, timeliness and efficiency of all products and activities generated under the project. S/he, in collaboration with the Chief of Party, will provide oversight of all technical and programmatic aspects of the activity to ensure that program objectives are met, all activities are responsive to the needs of the host country, and the program continues to advance and play a key role in achieving the goal and objectives. Deputy Chief of Party will be based in Kyiv, Ukraine, but will travel extensively among the regions.

Qualifications

1. The Deputy Chief of Party shall have a Master’s degree in public health or health administration or social work, or relevant discipline.

2. S/he shall have a minimum of 7 years of demonstrated experience in implementing programs addressing the challenges faced by PLHIV, improving HIV/AIDS, TB and other health services at facilities or within prison systems and planning and management of the health services for this group or other key population groups in developing countries.

3. S/he shall have a proven track record of building teams and fostering collaboration with host country government, NGOs, and private sector in order to achieve goals, meet milestones, and produce high quality deliverables.

4. The Deputy Chief of Party will demonstrate effective personnel management, interpersonal skills, coordination, and decision-making skills, with an ability to be accountable for all aspects of the project as well as strong written and oral presentation skills.

5. Professional-level Ukrainian and English, excellent communication skills – both written and oral.
