SeeD is an international think tank with its headquarters in Cyprus and its operations located different postconflict environments ranging from Ukraine to Liberia. SeeD uses participatory research methods to develop effective and sustainable policy recommendations that seek to support informed decision-making, based on evidence.

The ultimate goal of SeeD is to promote inclusivity and knowledge as the basis for policy decisions of stakeholders ranging from governments to international organizations, while promoting civic participation, responsibility and multi-perspectivity. To that end, SeeD uses a complex and versatile research methodology called the SCORE Index. As a customizable, versatile and evidence-based predictive instrument, the SCORE findings can be utilized to identify programmatic entry points that are most likely to have a positive impact on peacebuilding outcomes, and thus, help optimize resource allocation by designing well-targeted interventions that hold the greatest potential for conflict transformation. From this perspective, the SCORE Index speaks to the concerns of the donor community, which fund post-conflict peacebuilding projects but are still uncertain about the real efficacy of their investments. The SCORE Index offers governments, donors and peacebuilding organizations the opportunity to systematically design and test conflict transformation theories of change before sponsoring and endorsing new peace-building programs. The Eastern Europe Regional Specialist will be part of SeeD’s Eastern Europe Research team and support the coordination and implementation of SCORE Ukraine and SCORE Moldova research efforts with different partner organizations. The Eastern Europe Regional Specialist will work in close liaison with the Head of Operations and SCORE data analysts, support the Research Team in research and fieldwork design, data interpretation and policy work, undertake networking and consultations meetings with key stakeholders, organize and conduct dialogue and reflection groups, and develop communications and outreach strategies, pursue and consolidate partnerships in Eastern Europe. Duties and responsibilities: • Support the Eastern Europe Research team in conceptualizing, designing, implementing and reporting research processes and projects; • Work closely with Head of Operations and Data Analysis team in understanding and interpreting the research findings, and their policy implications; • Conduct desk research on particular research needs and concepts, and develop measurement instruments and scales as needed; • Understand the significance of research findings, and be able to elicit key messages for different audiences in collaboration with the Researcher Team and implementing partners; • Prepare policy briefs based on research findings, and stakeholder consultations and feedback; • Organize events, meetings and consultations with key political and societal stakeholders; Contribute to the organization and implementation of project deliverables and activities such as reflection group meetings, participatory dialogue meetings, public outreach events and the like; • Support administrative and organizational tasks of the current projects in Ukraine and Moldova such as preparing reports, project updates, translation of outputs into Russian and Ukrainian; • Contribute to communications and outreach strategy by creating and developing innovative dissemination material such as visuals, graphs, infographics, social media posts and updates; • Build and maintain a network of donor organizations and funders committed to supporting SCORE and the work SeeD in Eastern Europe. Essential Knowledge, Experience and Skills: • Masters degree in sociology, psychology, political science, international relations, development studies or other relevant field; • Minimum 3 years experience in the design and implementation of interdisciplinary research and in the publications of results; • Minimum 3 years experience in working with non-governmental organizations or donor-funded projects, peacebuilding and reconciliation efforts; • Demonstrable experience in policy work such as developing policy briefs, advocacy and lobbying; • Good knowledge of the Eastern European context; • Excellent writing and communication skills in English, Russian and Ukrainian; • Good knowledge of qualitative and quantitative research methods; • Good knowledge of common software programs (Excel, PowerPoint, Publisher, Adobe Acrobat etc.); • A strong commitment to peace, sustainable development and the principles of SeeD; • Strong communication, organization and prioritization skills, and a strong sense of responsibility and professionalism; Desirable Knowledge, Experience and Skills: • Good communication and writing skills in Romanian; • Knowledge of and experience in facilitation techniques; • Experience in the design, development and implementation of participatory peacebuilding strategies; • Project management, proposal writing and fundraising experience; • Knowledge of internal monitoring and evaluation processes; • Knowledge of design software such as Corel Draw, In-Design, Photoshop.

Terms of Engagement: The position is envisioned to be minimum 3 days a week (24 hours). Depending on qualifications, expertise and years of experience, full-time monthly fees can range from 1,000 EUR to 2,000 EUR. Contract will be based on a consultancy services agreement. The initial contract will be for a six-month trial period (September 2017 to February 2018), subject to renewal.
