World Learning seeks three local consultants (Ukrainian nationals only - one senior expert, two junior experts) for a Strategic Donors Coordination Advisory Team to provide technical support to the Cabinet of Ministers of Ukraine Secretariat (SCMU).

The assignment is in Kyiv, Ukraine, and the consultants will work under a USAID-funded technical assistance project. The Advisory Team will provide SCMU with international best practices in setting priorities, establishing indicators and monitoring and evaluating projects, and will be responsible for creation of a mapping matrix of donor assistance projects and a framework depicting how donors’ assistance support Government of Ukraine (GoU) priorities, consultation reports with major donors to the GoU, and a report on business requirements needed for establishing a donor coordination platform.

Responsibilities

• Analysis of the current situation of donors’ assistance, including segmentation by policy areas and sectors;

• Analysis of the coherence between donors assistance - actual and planned projects – with the GOU’s 2020 Midterm Priority Action Plan and/or ministerial/sectoral strategies;

• Analysis of donors’ approaches to establishing priorities for their portfolio of assistance;

• Assistance in the development of a framework to ensure coherence between donors assistance and GOU strategic documents;

• Assistance in the development of business requirements for a donor coordination web-based platform, which is to become a knowledge management system (complex IT solution) of donor assistance information: key data about projects, monitoring and evaluation plan, progress indicators, project documents and reports, etc.;

• Share experiences and materials in coordinating the work of donors with the newly established Donor Assistance Coordination Unit in SCMU.

Requirements

For Senior Expert:

• University degree required;

• Minimum of 7 years of experience in the field of policy analysis, strategy development and implementation;

• Experience in managing donor assistance and coordination;

• Extensive experience with reporting

• Excellent interpersonal skills and ability to articulate complex and nuanced policies and procedures;

• Computer literacy is essential, including competency in word processing, spreadsheet and presentation programs;

• English and Ukrainian proficiency

• Strong analytical skills

• Strong critical thinking skills and creativity.

For Junior Experts:

• University degree required;

• Minimum 1 year (preferably 2) of experience in the field of policy documents analysis, strategy development and implementation;

• Experience in managing donors assistance and coordination is an asset;

• Excellent interpersonal skills and ability to articulate complex and nuanced policies and procedures;

• Computer literacy is essential, including competency in word processing, spreadsheet and presentation programs;

• English and Ukrainian proficiency;

• Strong analytical skills;

• Critical thinking skills and creativity;

• Capacity to describe and transform processes and procedures into business requirements for the future development of IT solutions (at least one expert)
