UN Women in partnership with UNDP implements the Joint Project on “Restoration of Governance and Reconciliation in Crisis-Affected Communities of Ukraine funded by the EU. The Project is being implemented in government-controlled areas of Donetsk and Luhansk oblasts of Ukraine and supports the implementation of gender-responsive decentralization reform.

The project aims to: improve regional and local government capacity in inclusive and gender-responsive recovery and development planning and service delivery; enhance community security for women and men in conflict-affected areas and enhance the capacity of gender equality advocates and women affected by conflict through community mobilization for empowerment to demand accountability and transparency in local decision-making processes.

UN Women seeks to hire the national consultant for the period of up to 4,5 months to support the project in its day-to-day activities, as well as to facilitate effective coordination with key national and local stakeholders and partners, monitoring and evaluation.

Duties and Responsibilities

Scope of Work/Duties and Responsibilities  

Under overall supervision of the UN Women Country Programme Manager/Head of Office, and direct supervision and guidance of the UN Women Programme Specialist, the consultant will implement a set of tasks, including, but not limited to: 

Task 1: Providing support to the project implementation:

  • Provide day-to-day support to the project partner organization in monitoring the inclusion of the gender-specific priorities in local programmes and budgets for 2018 in the project target hromadas.

  • Provide day-to-day support to the project partner organization in conducting the multi-sectoral consultations in target hromadas to discuss and jointly analyze the community security and GBV risks, issues and needs, as well as to engage in the formulation of gender-inclusive plans to improve community safety in the project target hromadas.

  • Provide day-to-day support in implementation of the activities related to the gender-responsive community security and Gender-based Violence (GBV) prevention work of the project, by liasing with the partners, reviewing the reports, coordinating and organizing meetings.

  • Provide day-to-day support in implementation of the activities related to the small grants implemented by the UN Women National Responsible Party.

  • Provide support in planning and organization of the in-country study tours on gender-responsive planning and budgeting by UN Women partner organization.Organize regular project coordination meetings with partners and other stakeholders. Prepare meetings’ minutes/events reports.

  • Represent the project in partnership events and meetings at the regional and local levels (in target hromadas).

  • Record and maintain regular program activities, issues and risks.

Task 2. Coordination with national partners and other stakeholders:

  • Support coordination with partners, networks and stakeholders, as well as other projects and activities in the country .

  • Facilitate working meetings, dialogues and consultations between the mobilized women’s groups, local civil society organizations and

  • Identify and facilitate opportunities for cross partner learning and sharing among partners.

Task 3. Supporting project monitoring and evaluation:

  • Conduct monthly field monitoring visits to the project target locations.

  • Take part in the monitoring of project activities against the Performance Monitoring Framework.

  • Support project’s evaluation by facilitating the mission of the Regional Evaluation Specialist, related learning sessions and meetings.

Task 4. Supporting project reporting:

  • Provide substantive inputs to narrative and financial reports of the project based on the implemented activities.

  • Gather and compile information necessary for project monitoring and reporting.

Task 5. Supporting knowledge building and management:

  • Support documentation of the gender-responsive community security and gender-responsive planning and budgeting work of the project in accordance with UN Women guidelines.

  • Support organization of project events/workshops by drafting agendas, preparing lists of participants and handout materials.

Task 6. Performing any other job-related duties assigned by supervisor as required.

The candidate’s application should include:

  • A brief Letter of Interest containing the statement on candidate’s experience in the field of recruitment. Completed and signed UN Women Personal History (P-11) form, that can be downloaded from: http://www.unwomen.org/en/about-us/employment.
  • Proposal. The financial proposal shall specify a total lump sum amount with a breakdown of a daily professional rate per number of anticipated working days to include all costs (telephone etc.)

Interested candidates are requested to apply no later than 9 am 9 January 2018 by submitting 2 attachments: 1) technical (P-11 and a Letter of Interest) as well as 2) financial proposals to the following e-mail address: [email protected] with a subject “UN Women Ukraine – National Consultant to support the project implementation”.

Applications without financial proposal will be treated as incomplete and will not be considered for further assessment.
