Project Summary: 

The Support to Anti-Corruption Champion Institutions (SACCI) Program in Ukraine is a five-year USAID initiative with the objective to assist Ukraine to reduce corruption and increase the accountability and transparency of governance. The program seeks to empower key government institutions to fight corruption, build public support for and engagement in anticorruption efforts, and reduce citizen tolerance to corruption.

**Please note: Only citizens of Ukraine are eligible for this position.**

Position Summary:

The civic engagement team leader will provide leadership and manage SACCI program activities aimed at engaging citizens, including youth and vulnerable populations, in anticorruption activities and reducing public tolerance to corruption. The team leader will oversee activities of the SACCI key partners in the civic and youth engagement field and provide technical guidance to SACCI grantees and sub-contractors on implementing citizen engagement initiatives. S/he will be responsible for ensuring that activities are implemented effectively and reach established targets on a timely basis. The civil engagement leader will also be responsible for developing high-quality programming and reporting documents, as well as analytical reports and any other deliverable related to the given area.  S/he will contribute to the SACCI program activities through planning and reporting and closely coordinate with other project teams and contribute to overall project success.

Responsibilities:

The responsibilities of the civic engagement leader include but are not limited to the following:

  • Manage, supervise, coordinate and provide technical leadership to the civic engagement technical team including to the SACCI civic society and youth activity manager and local and international partner organizations to ensure that all activities and deliverables are of high quality and on schedule and reach project objectives and targets.
  • Develop and maintain strong relationships and cooperation with relevant counterparts, beneficiaries, and stakeholders and seek to engage them in SACCI interventions and mobilize them to implement activities towards building public intolerance to corruption.
  • Oversee and provide technical leadership for the project interventions engaging the public (including youth and vulnerable populations), the mass media and civil society organizations (CSOs) in anticorruption activities such as public education, oversight, participation in decision making process, and corruption reporting, among others.  
  • Provide technical input and oversight of the grants program and service procurements related to civic engagement activities including development of the technical requirements, proposal evaluation, and technical oversight of the grantee activities and services provided. 
  • Contribute to the development of high-quality project documents, deliverables and reports and ensure timely and complete submission including the project annual work plan, periodic reports as well as special reports and deliverables such as project fact sheets and success stories, special reports, and any other reports or deliverables. 
  • Contribute monitoring and reporting on achieved results and reached targets.
  • Demonstrate diplomacy and leadership to foster an atmosphere of teamwork productivity, creativity, fairness, equity, and innovation, and support for diversity.
  • Provide technical support to short-term consultant missions in Ukraine.

Qualifications:

  • Higher degree, preferably in public administration, political science, communications, or other relevant areas.
  • Knowledge and experience working on issues related to community engagement and experience working with youth.
  • Familiarity with the Ukraine anti-corruption reform agenda.
  • Minimum five (5) years of experience working with community engagement, project management, and CSOs.
  • Prior experience with USAID-funded or other international organization projects is considered an asset.
  • Highly motivated, energetic, independent and a self-starter.
  • Ability and willingness to travel within Ukraine.
  • Strong communications skills – both oral and written.
  • Fluency in Ukrainian and proficiency in English required.
