ESTIMATED PERIOD OF PERFORMANCE/LEVEL OF EFFORT: Long-term

BACKGROUND: The USAID Democratic Governance East Activity (DG East) aims to strengthen the connection and trust between citizens and their government in eastern and southern Ukraine by promoting an inclusive civic identity, common civic value and a unified Ukraine by addressing the divisive impacts of Russia’s aggression, and the consequences of the ongoing war through increased citizen participation, improved service delivery and more responsive governance. DG East works to (1) develop greater acceptance of a shared civic culture based on common values and understandings, and to (2) increase participation to improve Ukraine’s governance and reform processes and help to resolve community problems. DG East provides opportunities for citizens to engage with their government, provide government with resources to support their citizens, and create opportunities for citizens of Ukraine to create hope in their future and positive changes in their daily lives. DG East activities are implemented across four regional portfolios.

 

JOB SUMMARY The purpose of the position is to work alongside of Communications Manager to aid with all reporting and communications requirements, including preparation of weekly, quarterly, and annual reporting, writing of project success stories, and drafting and capturing all programmatic activities and success stories. The Communications Specialist will ensure high quality of all project reports and communications materials and will help produce high-quality documentation that contributes to the overall success of DG East’s objectives by 1) aligning communications around messages developed in consultation with stakeholders, that are in accordance to the overall messaging and communications strategy; and 2) writing up weekly activities to contribute to overall DG East communications channels, sourcing for and developing success stories on a regular basis; developing quarterly newsletters in Ukrainian and English that are easy-to-understand, fact-based, and people focused. The Communications Specialist will maintain DG East’s content and quality standards for all project materials and outreach to ensure that products reinforce USAID/Ukraine’s’ strategic objective: strengthening the connection and trust between citizens and their government in eastern Ukraine.

REPORTING: This position reports to the Deputy Chief of Party.

 

PRINCIPLE DUTIES & RESPONSIBILITIES:

• Develop and maintain familiarity and proficiency in all DG East activities.

• Lead content development, writing and distribution of the following:

       ○ Project reporting (e.g., deliverables, impact reporting, success stories)

       ○ Media outreach (e.g., rules of engagement, who is authorized to speak, key messages)

       ○ Assist activity leads and regional managers in developing public outreach activities for project counterparts.

• Support preparation of approval requests to USAID as related to communications and branding requirements.

• In consultation with USAID and project staff, create project materials and templates as needed (e.g., project fact sheets, PowerPoint presentations, brochures) to ensure that all project materials adhere to USAID reporting and branding requirements and guidelines.

• Ensure adherence to the standards for project materials – style and format (“branding”), peer review, and quality control. Collect, organize and verify data for the programmatic team to solicit information on progress of project activities.

• Create effective presentations, building “success story” messages into everyday interactions, measuring and reporting on impact, capturing lessons learned and best practices.

• Review programmatic reports submitted by grantees, and grantees’activities for success stories and highlights to be published, disseminated among project team and/or shared with USAID.

• Create messaging and materials for community action, generate creative ideas, information drives and innovative ways to promote activities on available social media channels, crafting and implementing sound messaging while writing engaging notices, news items and posts.

• Manage social media outreach such as Facebook and X posts, shares, and impact story development.

• Perform other duties as assigned by Deputy Chief of Party.

 

SUPERVISORY RESPONSIBILITIES: N/A

DUTY STATION: Kyiv, Ukraine or other designated location within Ukraine

TRAVEL REQUIREMENTS: Ability to travel throughout Ukraine when requested is required.

 

Qualifications

• University degree in Journalism, Public Relations, or other relevant fields.

• Minimum 2 years of content writing and/or communications work, as relevant to this position.

• Strong working knowledge of Adobe Creative Cloud, specifically InDesign and/or Adobe Spark. Strong working knowledge of marketing platforms like Constant Contact or Mailchimp is a plus.

• Experience of delivering high quality documentation with close attention to detail, compiling reports, and selecting specific formats to meet a target audience.

• Professional proficiency in spoken and written English required; Fluency in Ukrainian required.
