Since 1996, Momentum Wheels for Humanity has increased access to mobility and improved quality of life for children, teens, and adults with physical disabilities in more than 50 low- and middle-income countries. We build and strengthen rehabilitation services within health systems through training and capacity building, policy and standards development, and supply and distribution of wheelchairs and other life-changing equipment. Project Summary

To address the surge in needs caused by the war, Momentum Wheels for Humanity has established a centralized hub for the provision of mobility and self-care assistive technology (AT) in Ukraine. Momentum Wheels for Humanity will provide direct services at the AT Hub and through its network of partner health facilities and mobile team, and train rehabilitation professionals in the provision of assistive products. The project will raise awareness of the AT Hub among donors and service providers in Ukraine to coordinate and channel product donations through the AT Hub and will engage government stakeholders throughout the piloting of the AT Hub service model to build and strengthen government capacity to provide AT in the mid- and long-term.

Position Summary

Momentum Wheels for Humanity (MWH) seeks a Final Evaluation Consultant to conduct an end-of-project evaluation within 60 days (about 480 hours). The Consultant will be expected to conduct the final evaluation, develop a report, and present results to stakeholders. It is preferred that the Consultant is based locally in or near Lviv, Ukraine. However, candidates outside of the Lviv region and Ukraine will be considered as well. 

Evaluation Summary

The evaluation`s objectives are to assess the effectiveness and appropriateness of the AT Hub model for expanding access to assistive technology. The results of the evaluation will be used to determine whether the AT Hub is an effective model for increasing access to AT for Ukrainians with pre-existing and new mobility impairments and inform/guide replication. Please refer to the terms of reference for more detail. 

The purpose of the evaluation is to:

  • Measure project success towards achieving set goals and objectives, project impact and draw project learnings, review the extent to which the program has used resources to achieve its outcomes in terms of cost effectiveness and value for money.
  • Undertake a systematic analysis of changes in terms of helping persons with disabilities, provide evidence of achievements (and potential non-achievements) of the project at its final stages to create lessons learned for the future.
  • Provide data on the relevance, efficiency, effectiveness, coherence, and sustainability of project interventions.
  • Review and analyze the overall project implementation from the start to end of the project.
  • The evaluation will cover 9 Regions of Ukraine: Vinnytsia, Volyn, Zhytomyr, Ivano-Frankivsk, Kyiv, Lviv, Rivne, Ternopil, and Chernihiv.

Minimum Competencies, Qualifications and Experience

  • Bachelor’s degree in social sciences or rehabilitation sciences, international relations, statistics, and/or relevant field; 
  • At least four years relevant work experience, preferably working with an international NGO, governmental agency, in market research, public opinion polls or similar
  • Familiarity with USAID regulations and policies related to monitoring and evaluation
  • Demonstrated track record of past similar assessments in humanitarian contexts 
  • Demonstrated expertise in designing, implementing, and overseeing MEAL systems, specifically in evaluation and learning-related tasks.
  • Has sound data analysis expertise, excellent report writing and communication skills.
  • Familiarity with the disability inclusion information.
  • Familiarity with Humanitarian Aid Principles.
  • Competent in the following approaches: participatory; disability inclusive; appreciative inquiry, safeguarding of children and adults at risk, data disaggregation (gender/age/disability), data security and privacy (informed consent), and mixed (qualitative and quantitative) methods.
  • Ability to oversee data collection, compilation, analysis, management, and reporting with integrity
  • Strong statistical skills
  • Experience with various tools for data collection, compilation, and analysis.   
  • Provides deliverables in a timely manner
  • Demonstrates strong oral and written communication skills;
  • Professional fluency in English and Ukrainian required; fluency in Russian a plus
  • Comfortable with working remotely and across multiple time zones 

Preferred Qualifications and Experience

  • Advanced degree in social sciences or rehabilitation sciences, international relations, statistics, and/or relevant field
  • Familiarity with MEAL systems within health systems strengthening projects and emergency response projects
  • Based in Ukraine (Lviv preferably)
