Seeking a Collaboration, Learning, and Adapting Specialist for USAID project

Background

NORC at the University of Chicago is one of the largest and most highly respected social research organizations pursuing high quality social science research both in the U.S. and internationally.

NORC is seeking a Senior Collaborating, Learning and Adapting (CLA) Specialist to support a large USAID monitoring, evaluation, and learning (MEL) project. The project will assist the USAID Regional Mission for Ukraine and Belarus to implement its 5-year country strategy by supporting CLA efforts.

The Senior Collaborating, Learning, and Adapting Specialist will support USAID by ensuring that collaboration, learning, and adaptation are incorporated into high-level monitoring plans and is routinely considered and discussed by Mission staff and stakeholders. This position will be responsible for supporting specific tasks that promote collaboration between different offices, analyzing and learning from activities, conducting and facilitating self-reflection events for the Mission, engaging stakeholders, making adaption recommendations, and supporting staff capacity-building. The person in this position must have a deep understanding of the role of monitoring in promoting learning and adaptation.

This is a full-time position based in Kyiv, Ukraine and will continue for 5 years. The position is contingent upon contract award and funding.

All individuals should be fluent in written and spoken English and Ukrainian and/or Russian. Ukrainian nationals are preferred. Women are strongly encouraged to apply.

Senior Collaborating, Learning, and Adapting Specialist

The Senior Collaborating, Learning, and Adapting Specialist responsibilities will include but are not limited to:

  • Support implementation of USAID monitoring plans and facilitate sessions with key Mission stakeholders to update those plans with opportunities for future learning and reflection;
  • Update the Mission’s CLA plan based on input from stakeholders ;
  • Ensure the Mission’s CLA plan addresses capacity-building among Mission staff;
  • Provide a variety of capacity-building opportunities for Mission staff in the areas of CLA and monitoring; and
  • Create a baseline of skills the Mission staff has, support needed capacity-building activities, and measure staff skills, abilities, and practices annually to track change.

Required minimum qualifications for this position include:

  • At least seven (7) years professional experience managing a team conducting collaboration, learning, and adapting in a development context;
  • Master’s Degree in development studies, economics, international relations, statistics, demography, political science, or related field. A Master’s Degree is preferred, however, a Bachelor’s Degree in a relevant field and five additional years of the relevant professional experience noted above may be substituted;
  • Experience with USAID or USAID projects;
  • Eagerness to build capacity and train staff in skills required for Monitoring, Evaluation, Learning, Collaboration, and Adapting;
  • Willingness to innovate and adapt in all aspects of design, planning and implementation;
  • Demonstrated ability to be collaborative, flexible, and creative;
  • Excellent communication and interpersonal skills with evidence of ability to establish strong working relationships with diverse stakeholders;
  • Evidence of open and learning-oriented management style;
  • Proven success in leading highly collaborative, dynamic teams and managing change;
  • Proven experience in iterative, flexible, adaptive management of teams and projects; and
  • Excellent written and verbal communication skills in English and Ukrainian and/or Russian.

In addition, preference will be given to candidates who also have:

  • Understanding of scenario planning, and the use of scenarios/trajectories in program planning and adaptation
  • Are Ukrainian nationals
