Accountant / Financial Coordinator у Freedom House

Position Summary

The Accountant and Financial Coordinator is responsible for accounting, procurement, payments, and financial reports for a small office. Duties include, but are not limited to, financial reporting and ensuring compliance with local law, internal financial accounting and reporting (to headquarters), preparing payments, payroll, and supporting procurement. The Accountant and Financial Coordinator will be responsible for independently carrying out day-to-day financial tasks necessary for maintaining an office in compliance with local requirements and law as well as organizational requirements. Prior experience undertaking accounting in Ukraine is essential.

The Accountant and Financial Coordinator is a full-time employment position based in Kyiv, Ukraine and will report to Kyiv Project Director.

Essential Duties and Responsibilities

Accounting and Financial Management

  • Manage the accounts of the non-profit representative office
  • Compliance of all statutory and tax reporting with Ukrainian GAAP (Generally Accepted Accounting Principles)
  • Identifying financial problems and expedites their resolution directly, through consultation with other administrative staff or through delegation.
  • Track and update office and program expenditures daily
  • Payroll for small office (approximately 5 staff), as well as calculations and payments for leave, business trips, sick days etc.
  • Prepare and manage the HR records and personnel files for the field office staff in compliance with the Ukrainian labor law
  • Optimize accounting and financial reporting procedures, in consultation with the Project Director and other staff, to continually streamline financial management and reporting

Reporting

  • Prepare tax and financial annual reports, reports on statistics and quarterly payroll reports to the Social Security Fund.
  • Prepare monthly expense reports and related documents for office and program expenditures in compliance with Freedom House requirements, and in collaboration with program staff
  • Liaise/coordinate with headquarters staff on monthly financial reports and drawdowns for the Ukraine office

Procurement

  • Draft basic short-term service agreements and execute Acts of Acceptance in a timely manner for office consultants with inputs from program staff; review such documents prepared by other staff
  • Prepare electronic payments for e-signature by Project Director
  • Conduct procurement and prepare necessary supporting documentation in compliance with the FH procurement policies and donor’s requirements
  • Review all payment requests generated by program staff, ensuring that all back-up documentation and approvals are available for transactions.
  • Proactively identify errors and/or missing documentation to ensure compliance of financial documentation.

Other Duties

  • Resolve all job-related problems promptly, and escalate unresolved issues as necessary
  • Other related duties as assigned

Minimum Qualifications

  • Bachelor’s degree or equivalent required (preferred fields: Accounting, Business Administration, Management)
  • At least three years of experience working on accounting for non-profit organizations and/or representative offices of foreign organizations in Ukraine; experience with grant-funded organizations and representative offices a major plus.
  • General knowledge of tax regulations and laws for non-profit organizations in Ukraine
  • Previous experience with contemporary accounting software, such as M.E.Doc, 1C: Accounting, iFin, etc.
  • Strong ability to communicate effectively in English, both verbally and in writing
  • Professional fluency in Ukrainian and/or Russian, both verbally and in writing
  • Demonstrated high proficiency with Excel spreadsheet applications is also a requirement
  • Ability to accept and complete tasks with a can-do attitude and on-time
  • Strong ability to work independently with minimal supervision, plan, organize, prioritize work, and multi task to meet tight deadlines
  • Strong ability to apply interpersonal skills, and successfully work in a diverse and multicultural environment with a high degree of ambiguity
  • High degree of professional discretion and commitment to confidentiality. Experience carrying signature authority and bearing financial responsibility in an organizational setting a strong plus.
  • Ability to apply superb attention to detail and consistently produce timely and error-free work
  • Excellent time keeping and attendance at all times
  • Exhibit excellent phone etiquette, pleasant demeanor, and ethical conduct
