For the purposes of project implementation, GRM is looking for an engineer. The engineer will be responsible for an effective and accountable logistics support systems in place to assist with the project implementation in Chernihiv and Chernihiv region. The post holder will be responsible for effective procurement, delivery, warehousing (if necessary), asset management, organization of services contracting and delivery.

The post holder will be based in Chernihiv/Chernihiv region and will be reporting to the project manager and to the regional project coordinator.

The expert will be reporting to the project manager.

Level of Effort: Full time, Monday-Friday (part time involvement is not possible).

The duration of the contract is 4 months (till the end of October 2022) with no possibility of extension.

For contracting (after the job offer is made), the selected candidate should be able to get registered as a Private Entrepreneur of the 3^rd group (consultancy services).

Indicative duties and responsibilities (scope of work):

• Under the supervision of the regional project coordinator, lead the supply chain activities for goods and services, including market surveys, tender/quotations gathering announcements, bid analysis based on the project’s needs;

• Strictly follow and apply the GRM’s and donor’s procurement guidelines;

• Set up framework agreements (if necessary) with the suppliers of goods and services;

• Coordinate and make certain that all logistics requirements are delivered in accordance with timescales;

• Regularly review programmes logistics requirements and ensure that program works are carried out in the most efficient and cost effective manner;

• Provide support and work closely with the regional project coordinator in developing procurement plan, assets maintenance;

• Ensure vendors and suppliers are receiving information in relevant language on the GRM’s and donor’s child safeguarding policy and acknowledge acceptance;

• Work closely with the project’s senior accountant to make sure that all financial documents are duly processed, reports are duly prepared;

• Carry out spot checks in the DLCs venues review and action if necessary;

• Other ad-hoc duties as required;

• Ensure high quality of work that corresponds with the quality standards of the GRM.

The post will require extensive travelling around the region and potentially beyond in order to do the procurement.

Preferred Qualifications and Skills:

• Degree in relevant field
• Certificate courses in logistics and supply chain is an advantage
• Minimum 2 years experience in logistics and supply chain
• Ability to analyze information, evaluate options and to plan strategically
• Excellent interpersonal and communication skills
• Good skills with Excel
• Impeccable ethical standards
• Prior experience working in a fast-paced environment and to strict deadlines
• Good time management and organisational skills
• Strong attention to detail and quality
• High level of Ukrainian proficiency; English proficiency is an advantage
• Driving license and ample driving experience is a must. Possession of an own car is a must.
