The Financial Sector Reform Activity (FSR) in Ukraine is a five-year program funded by the United States Agency for International Development (USAID) and managed by DAI Global LLC (DAI). The purpose of the activity is to transform the country’s financial sector into a sophisticated, well-functioning, competitive market that is aligned with European Union (EU) standards and integrated into international financial systems. This transformation will mobilize private finance for sustained economic growth in Ukraine.

FSR will be implemented through four interlinked components:

COMPONENT 1: Market Regulation and Supervision

COMPONENT 2: Financial Infrastructure

COMPONENT 3: Private Sector Intermediaries and Facilitators

COMPONENT 4: Transparency and Communications

 

The FSR project is looking for candidates to fill the Banking and Portfolio Guarantee Specialist position.

 

Responsibilities:

The Banking and Portfolio Guarantee Specialist will lead FSR activities in non-performing loans (NPL) resolution of both banks and non-bank financial institutions. S/he will coordinate closely with international finance institutions to ensure a comprehensive, fair sharing approach to losses among borrowers, lenders, and the Government of Ukraine.  S/he will develop guarantee/insurance mechanisms to facilitate lending to SMEs and risk-sharing for investments. The Banking and Portfolio Guarantee Specialist will also be involved in the development of a transparent mortgage lending program(s).

Other tasks include:

     •   Participate closely with the IMF, World Bank and IFC and other interested stakeholders.in developing the policy framework for non-performing loans (NPL) resolution; Interact with key financial actors on NPLs including commercial banks, and non-bank financial institutions, government entities (NBUDGF).

     •   Conduct research on non-performing loans (bank and NBFI), SOBs, a potential asset management company (bad bank), procedures for structuring, packaging and selling bad assets, and other topics related to NPL resolution.

     •   Organize and support a coordinated approach to war-related insurance and the creation of a unified methodology for war-related losses assessment.

     •   Participate in designing potential portfolio guarantee programs to cover counterparty and portfolio risks in close cooperation with international and local agencies.

     •   Support the Project’s work on the bank resolutions issues and deposit guarantee system.

     •   Support the development of mortgage lending in Ukraine and roll out pilot programs.

     •   Participate in implementation of the ISDA Master Agreement for capital markets’ transactions and other capital markets issues pertaining to banks.

     •   Participate in the development of the grants programs for banks and NBFIs to facilitate lending to SMEs.

     •   Manage and oversee subcontractors (international and local consultants) providing support related to Component 3.

     •   Assist the FSR management with reports and documents to USAID.

     •   Perform other related duties as required.

 

Required Qualifications:

     •   An advanced degree in one of the following areas: finance, economics, management, finance/corporate law, and audit.

     •   Minimum 5-7 years of professional experience in commercial banks, NBFIs, Big4.

     •   Successful track record in credit risk management (underwriting, scoring, provisions management, both portfolio and individual assessments), calculations of expected and unexpected losses for SME, retail, corporate and mortgage loans) and/or experience in non-performing loans management and collection strategies.

     •   Expertise in financial risk management, mortgage lending risk policies and the NBU capital adequacy measurement are desired.

     •   Knowledge or expertise in insurance mechanisms and loan portfolio guarantees would be a strong advantage.

     •   Knowledge of Ukraine’s financial sector landscape, actors and issues, relevant government ministries, and familiarity with relevant policies and reforms are required.

     •   Solid and persuasive interpersonal and communication skills.

     •   Excellent oral and written English and Ukrainian skills.
