1. Background
The Medical Education Development in Ukraine, an international technical assistance project, supports the development of a national medical education dashboard to enhance data-driven decision-making in medical higher education institutions (HEIs) in Ukraine. The dashboard will provide stakeholders with structured, reliable, and timely data on key performance indicators, improving transparency and efficiency in medical education management.
A critical first step in the dashboard implementation is to assess current data management practices in medical HEIs, validate key assumptions about stakeholders’ needs, and establish a standardized approach to data collection.
2. Objectives
To support this, we seek a Business Analyst to facilitate stakeholder engagement, map existing data processes, and contribute to the design of the dashboard’s underlying data structure and user experience.
3. Scope of Work & Responsibilities
The Business Analyst will work closely with medical HEIs, project stakeholders, and technical teams to achieve the following objectives:
Stakeholder Analysis & Needs Assessment
- Engage key stakeholders (e.g., HEI representatives, regulatory bodies, and dashboard end-users) to gather evidence on their data management needs and validate assumptions from the initial concept paper.
- Identify pain points in current data collection and reporting processes.
Business Process Analysis & Optimization
- Document existing data collection and reporting processes across selected medical HEIs using Business Process Model and Notation (BPMN) or similar methodologies.
- Identify inefficiencies, inconsistencies, and improvement opportunities in data workflows.
- Propose optimized data collection processes that align with best practices and facilitate seamless integration into the dashboard database.
Dashboard Design Contribution
- Work with stakeholders to refine the dashboard’s content, structure, and key functionalities, ensuring it meets their practical needs.
- To enhance usability, provide recommendations for user interface/user experience (UI/UX) aspects.
Technical Documentation & Handover
- Prepare a Terms of Reference (TOR) for a Data Engineer, specifying the requirements for the dashboard database and data integration workflows.
- Compile structured documentation for validated business requirements, process models, and stakeholder feedback to support the implementation team.
4. Qualifications & Competencies
Required Hard Skills
- 3+ years of experience in business analysis, process modeling, or data-driven system implementation.
- Strong understanding of business process modeling (e.g., BPMN, UML) and data flow mapping.
- Experience in stakeholder engagement, requirements gathering, and validation techniques (e.g., interviews, workshops, surveys).
- Familiarity with data governance principles and data management best practices.
- Ability to translate business needs into clear, structured documentation for technical teams.
- Proficiency in tools such as Camunda, Visio, Lucidchart, or equivalent for process modeling.
Preferred Hard Skills
- Prior experience in the higher education sector or public sector digital transformation projects.
- Basic understanding of database structures and data engineering concepts.
Soft Skills
- Strong analytical and critical thinking skills.
- Excellent communication and facilitation abilities, with experience conducting stakeholder interviews and workshops.
- A detail-oriented approach with the ability to synthesize complex information into actionable insights.
- Proactive problem-solving mindset and adaptability to evolving project needs.
5. Reporting and Supervision
The Business Analyst will report to the Project Manager and to the Medical Education Dashboard Initiative Lead and will provide regular updates on project progress, challenges, and opportunities.

- Location: Remote/Hybrid, with potential site visits to medical HEIs
