TITLE: Communications Manager, Bibliomist (Global Libraries – Ukraine) REPORTS TO: Advocacy Specialist, Kyiv, Ukraine POSITION LOCATION: Kyiv, Ukraine START DATE: January 2009

IREX seeks a qualified professional to fill the position of Communications Manager for the Bibliomist (Global Libraries – Ukraine) Program funded by the Bill and Melinda Gates Foundation.

ABOUT IREX: IREX (the International Research & Exchanges Board) is an international nonprofit organization specializing in education, independent media, Internet development, and civil society programs.

Founded in 1968, IREX has an annual portfolio of $50 million and a staff of over 500 professionals worldwide. IREX and its partner IREX Europe deliver cross-cutting programs and consulting expertise in more than 50 countries.

The Bibliomist program will provide Internet facilities to public libraries across Ukraine and provide accompanying training and assistance with advocacy for enhanced library support and services. The program has been operating under a Planning grant. During this stage, IREX has been networking with a wide range of stakeholders to gain a clear understanding of how the national-scale program can be most effectively designed. The national program began in the fall of 2008. SUMMARY OF POSITION: IREX seeks a qualified professional to fill the position of Communications Manager for the Global Libraries Ukraine Program. This position will provide oversight of the reporting component of the program. The position will be based in Kyiv, Ukraine with occasional travel throughout the country. IREX seeks a candidate with knowledge of using technology as a development tool. IREX seeks a three- to five-year commitment.

The Communications Manager will:

Write and format a monthly newsletter in English on project activities for distribution to stakeholders based on input from the IT Team, Partnerships Team and other staff; Supervise a Communications Assistant who is responsible for translation of English-language materials into Ukrainian and proofreading of original materials in Ukrainian; Provide guidance and training to all project staff in style guidelines and basic information required to write articles; Develop and conduct workshops in writing, reporting, and English composition for staff and interested partners; Assist the IT Team in producing clear and understandable how-to guides for addressing infrastructure and connectivity challenges; Assist the Partnerships Team in developing clear, engaging and accessible subject guides and introductions to IT for development topics for librarians and other stakeholders; Proofread and approve all documents generated by project staff before release to the public; Edit and proofread submissions from other staff to the regular reports of IREX to BMGF; Edit and maintain the project fact sheet and other project-related publicity materials; Regularly monitor the websites of GURT, the National Parliamentary Library and the Ukrainian Library Association and make constructive suggestions for improvement.

QUALIFICATIONS

Candidates must be well organized, able to work independently, skilled at handling multiple tasks, able to meet deadlines and work in stressful situations, and willing to travel within Ukraine. Other specific qualifications should include at a minimum:

A minimum of 2 years experience in international communications; 2 years prior international experience; Experience writing and designing reporting mechanisms in English, including but not limited to press releases, newsletters, progress reports, and guides and manuals; Excellent interpersonal and organizational skills, and the ability to communicate with local stakeholders to ensure the successful completion of project activities; Higher education in a relevant discipline; Experience managing and training program staff, particularly international staff, preferred; Familiarity with political, economic, and social issues in Eastern Europe or Ukraine specifically; Experience working with information and communication technology in a development context; Advanced knowledge of relevant computer applications, including MS Project, Excel and Publisher and online collaborative tools such as wikis Excellent writing skills in English and Ukrainian or Russian; Fluent or native spoken English, and strong command of Ukrainian or Russian.
