Position title: Policy and Capacity Building Officer

Reporting to: Director

Main duties:

The Officer coordinates the development and implementation of deinstitutionalization training program (development of terms of reference, selection and coordination of experts, preparation of training guides and materials). He/she manages the process of trainers’ selection and preparation in accordance with the developed program. He/she assesses the needs in professional development at partner organizations, plans and implements relevant capacity building activities.

The Officer provides leadership in policy development, manages child protection sector research projects, ensures coordination of efforts of different partners, contractors and experts in performing the research and analysis at all stages including preparation of terms of reference, design of the research tools, data gathering and reporting.

He/she analyses legislation and policies and develops recommendations to improve legislative framework for deinstitutionalization and social support services for children and families, development of family based care for children, based on the best national and international practices. He/she interacts with key stakeholders in governmental and non-governmental sector to support the development and implementation of new policies.

The Officer develops project proposals for new projects in deinstitutionalization reforms and capacity development at local and central levels. He/she conducts continuous evaluation of project performance.

Position requirements:

Higher education in social sciences, social work, public administration, or other related fields.

At least five years of work experience in the social services related areas, in public or non-profit sector, which includes first-hand project management experience, capacity development and research projects.

Understanding the child protection environment in Ukraine, knowledge of key legislation, international practices.

Understanding project management principles and ability to apply them to specific projects; ability to manage multidisciplinary teams.

English proficiency in both speaking and writing.
