Проект USAID/OTI «Українська ініціатива з підвищення впевненості» (UCBI) шукає регіонального програмного асистента на короткострокову позицію у Маріуполі та околицях. Дедлайн: 13 листопада 2015 року (далі - англ.).

Chemonics International, an international development consulting firm, implementing USAID’s Ukraine Confidence Building Initiative (UCBI) Project, solicits expressions of interest for short-term field program assistants (FPA). USAID’s Ukraine Confidence Building Initiative (UCBI) complements ongoing USAID efforts to create a prosperous and stable Ukraine.  The program provides fast, flexible, short-term assistance to Ukrainian partners in support of successful, peaceful democratic transition and community cohesion in the wake of the conflict and deepened social tensions in the East. The program’s overarching objectives are to: 1) Enable communities and government at the local and national level to mitigate deepened social tensions threatening Ukraine’s political transition and 2) Increase access to information and inform public debate on issues related to the conflict and its impact.

Purpose of Assignment

A short-term field program assistant (FPA) will lead UCBI reporting on the local political, civic, and economic environment and assist with activity monitoring in Mariupol and surrounding areas.  FPAs are not long-term staff, and are hired as project technical support under services agreements. It is envisioned that this will be a three (3)-month assignment with possibility for extension.

Responsibilities for this position include:

  • Report on socio-political context and assist UCBI to assess the local situation to understand activity opportunities per program objectives and clusters.
  • Monitor activities which may include: attending activity events, gathering information requested by fellow UCBI staff, writing updates and brief reports on grant impact and progress, attend coordination meetings for grant activities.
  • Report on relevant donor assistance, community, or regional meetings and the local political, civic, economic environment.
  • Conduct meetings with local civil society organizations, media, and government representatives to learn about their plans, activities, and grant concepts that the PDO can develop further.
  • Maintain and share a contact list of local organizations relevant to UCBI’s focus areas.
  • Assist with any ad hoc procurement logistics and coordination needs that may arise.
  • Help prepare monthly work plans defining FPA’s responsibilities and goals for each month.
  • Provide oral and written translations to and from English as required.
  • Regular travel throughout Mariupol and surrounding areas and occasional travel to other regions of Ukraine, including to Kyiv and Kharkiv.

Qualifications:

  • Candidate must reside within Mariupol and be thoroughly familiar with the socio-political situation in Mariupol and environs.
  • Knowledgeable of and capable of working within local communities and with local government stakeholders.
  • Prior experience working with NGOs and/or local communities and/or youth groups preferred.
  • Candidate must be organized, proactive, professional, able to work independently, and have well-developed analytical skills.
  • Candidate must be able travel throughout GOU-controlled territory of Ukraine and have access to transportation.
  • Native fluency in Russian/Ukrainian required; professional functionality in English highly desirable.
  • Computer fluency, including MS Word, Excel, e-mail, internet research, and social media platforms.
  • University degree required.
