Counterpart International is currently seeking an Anti-Corruption Specialist for an anticipated five-year USAID-funded program in Ukraine to build the organizational capacity of civil society and grassroots organizations and enhance their ability to conduct civic education activities and advocate for greater accountability and reform through national, regional, and local coalitions and initiatives. The Specialist will support civic advocacy and oversight efforts, including building the capacity of civil society organizations (CSOs) to conduct civic education campaigns on the effects of corruption as well as to engage citizens in watchdog and anti-corruption activities. S/he will build the technical capacity of CSOs and CSO leaders to advocate for greater transparency and accountability and improved oversight at the national, regional, and local level, with an emphasis on building CSO capabilities in constituency building, outreach, and communications. This is a full time position based in Kiev, Ukraine. This position will report to the Chief of Party.  Local candidates are encouraged to apply.

Duties and Responsibilities:

  • Provide technical leadership on civic monitoring and oversight, anti-corruption, and transparency and accountability actions and initiatives at the national, regional, and local level.
  • Lead the development of program strategies, planning, and implementation of anti-corruption activities across all project components.
  • Build the capacity of civil society organizations in technical areas related to anti-corruption, civic monitoring and oversight, and civic education.
  •  Support CSO civic education campaigns to increase citizen awareness of corruption and improve understanding of government reforms.
  • Support coalition and partnership development across various levels of national, regional and local civic initiatives throughout Ukraine.
  •  Guide and ensure the highest quality of project monitoring, evaluation, reporting and communications, in line with USAID’s rules, regulations and requirements.
  • Document implementation successes, challenges, and lessons learned and share them with Counterpart and USAID through regular program reports.
  • Provide mentoring and professional development support to project staff, with emphasis on building capacity of national staff.
  • Deliver technical presentations on program achievements to audiences, including implementing partners, civil society organizations, government officials, USAID, and other relevant organizations.
  • Ensure Counterpart’s best practices are institutionalized within the program and adapted to the local context.
  • Other duties as assigned. 

Required:

  • A Master’s degree in political science, public policy, or a related field.
  • Minimum of eight (8) years of experience in political analysis, civic engagement, anti-corruption efforts, and/or democracy strengthening.
  • Successful track record in advising government officials and civil society on citizen engagement and participation, particularly on transparency and accountability at the national and regional level.
  • Ability to establish strong working relationships with civil society, government officials, civic leaders, media, private sector representatives, and international donors
  • Excellent organizational, analytical, oral and written communications skills, with keen attention to interpersonal skills and effective communication, as well as an ability to creativity and ethically solve problems.
  • Demonstrated experience working effectively with diverse teams and building partnerships.
  • Demonstrated commitment to gender integration and social inclusion, especially working with women, youth, persons with disabilities, lesbian, gay, bisexual, transgender, and intersex (LGBTI) community, and internally displaced persons (IDPs) in the Eurasian context.
  •  Minimum professional proficiency in English and fluency in Ukrainian required.

Preferred:

  • Knowledge or experience working with USAID or similar international donors
  • Fluency in English and Russian preferred.
