Вакансія Chief of Party у Counterpart International (Київ)

Counterpart International is currently seeking a Chief of Party for an anticipated USAID-funded program in Ukraine to build the organizational capacity of civil society and grassroots organizations and enhance their ability to conduct civic education activities and mobilize civic engagement through national, regional, and local coalitions and initiatives. The ideal candidate will have a track record of successful project management and experience in civil society development and strengthening civic engagement and community mobilization through grassroots organizations. The COP will represent Counterpart to USAID, local and national partners, and other relevant donor organizations in Ukraine. S/he will provide vision and technical leadership, as well as oversee staff management and development and ensure the highest quality of project monitoring, evaluation, reporting, and communications This is a full time position based in Kiev, Ukraine. This position will report to the Regional Director for Asia and Eurasia.   

Duties and Responsibilities:

  • Provide overall project leadership, management, quality control, and technical direction, while ensuring compliance with donor requirements and regulations and Counterpart policies and procedures.
  • Build an integrated vision among diverse project components and stakeholders, with a focus on achieving results.
  • Identify obstacles and risks related to implementation in a timely manner and suggest appropriate adjustments to the home office and donor.
  • Liaise with the USAID mission (and other donors as applicable), civil society organizations, local government officials, and other local partners to coordinate activities and facilitate monitoring and reporting of project objectives and achievements.
  • Lead strategy design and annual workplan development, and oversee program monitoring and reporting. 
  • Manage and supervise the work of project personnel, implementing partners and grantees, with a focus on achieving work plan targets and core results in a timely manner.
  • Provide mentoring and professional development support to project staff, with emphasis on building capacity of national staff.
  • Oversee field office finances and administration of sub-awards.
  • Oversee field office HR practices, ensuring hiring, employee evaluations and promotions are in compliance with Counterpart policies and procedures.
  • Ensure that long- and short-term technical assistance provided by the project is technically sound and appropriate for the local context.
  • Participate in specialized content (technical) events such as workshops and roundtables, support knowledge management, and share learning across key networks.
  • Coordinate activities between the field office and Counterpart headquarters.
  • Leverage networks, program investments, and project successes to seek opportunities for program expansion and promoting Counterpart’s practice areas.
  • Job descriptions are not exhaustive and the job holder may be required to undertake duties which are broadly in line with the above responsibilities.

Required:

  • Master's degree or equivalent in Political Science, Public Administration, or other relevant field.
  • Minimum of fifteen years related experience; at least ten years of experience working in civil society strengthening or related fields, preferably in Ukraine or the Eurasian region.
  • Successful track record in supervising, designing, managing, and implementing donor-funded technical assistance projects for civil society strengthening.
  • Deep understanding of the political and economic situation in Ukraine and the current civil society environment.
  • Excellent interpersonal skills and the ability to lead and work on a multi-partner team.
  • Ability to establish strong working relationships with senior officials in government, local government, civic leaders, private sector representatives, and international donors.
  • Strong multicultural, interpersonal, and supervision skills.
  • Demonstrated record of championing social inclusion across programming, such as gender integration and inclusion of women, youth, internally displaced persons, persons with disabilities, ethnic and religious minorities, and other marginalized communities.
  • Advanced professional proficiency in English required.

Preferred:

  • A thorough knowledge of USAID and other USG assistance policies and reporting requirements, and previous experience in managing complex USG or bilateral donor-funded projects with sub-grants portfolio strongly preferred.
  •  Previous experience as a Chief of Party, Deputy Chief of Party, Senior Manager, and/or Team Leader of a comparable multi-dimensional USAID project.
  • Fluency in Ukrainian and/or Russian preferred.
