Management Analyst у проект ООН (Київ)

Purpose:  Ensures consistent services delivery through the Project Office and towards UNDP programmes and projects implemented in the assigned area.

Reporting structure and partners:  Reports to Recovery & Stabilization Advisor.  Works in close collaboration with programme, project and operations teams in the Project Office as well as in the CO in Kiev, programme and operations staff in other UN Agencies, and Government officials, non-governmental organizations and contractors to successfully deliver programmatic and operational services.

Duties and Responsibilities

1)   Ensures the strategic direction of UNDP programme implementation in the field in the assigned area, through:

  • Ensures full compliance with UN/UNDP rules, regulations and policies, implementation of corporate  strategies, establishment of targets and monitoring achievement of results;
  • Ensures full implementation of integrated area-based work plans within their financial limits;
  • Successfully manages Project Office operational and security support by provision of advice on strategies, policies and plans affecting programme implementation in the field;
  • Monitors targets for programme and operational efficiency and ensures the constant monitoring and analysis of the operating environment, quick readjustment of the operations;
  • Identifies, monitors, records and manages challenges and risks on programme and project implementation;
  • Maintains the UNDP monitoring system and provides regular progress and analytical reports to the Recovery and Stabilization Advisor and to the Country Office;
  • Represents UNDP on a day-to-day basis vis-à-vis local authorities and other partners and interlocutors.

2)   Ensures strategic, effective and accurate Project Office  Management, through:

  • Proper planning, expenditures tracking, reporting and audit of financial resources in accordance with UNDP rules and regulations;
  • Performance of Manager Level 1 in ATLAS for financial transactions approvals (vouchers, Purchase Orders);.
  • Organization and oversight of Project Office petty cash management processes, including liquidity management, recommendation of imprest level, risk assessment, timely accounting and reconciliation of all transactions, security for cash assets on site;
  • Ensures maintenance of the proper performance management and staff development systems;
  • Reviews training needs for Project Office staff, develops a training plan and makes recommendations to Management for its implementation taking into consideration resources available;
  • Project Office compliance with corporate rules and regulations in the field and management of the Project Office’s procurement strategies including sourcing strategy, supplier selection and evaluation, quality management, customer relationship management, e-procurement promotion and introduction, performance measurement;
  • Oversight of procurement processes and logistical services in accordance with UNDP rules and regulations, acting as Manager Level 1 in Atlas for Purchase orders approval and requisitions;
  • Manage the provision of support services, including travel and logistics;
  • Supervision of vehicle fleet management;Management of UNDP assets ensuring full compliance with IPSAS in the accounting for procurement, utilization and disposal of the Project Office assets.

3)   Ensures facilitation of knowledge building and knowledge sharing in the CO through:

  • Organization of training for programme/project and operations staff in the area;
  • Synthesis of lessons learnt/best practices;
  • Sound contributions to UNDP knowledge networks and communities of practice.

Required Skills and Experience

Education:

Master’s Degree or equivalent in Business Administration, Public Administration, Finance, Economics or related field. Bachelor’s degree or equivalent with two additional years of relevant work experience is accepted in lieu of Master’s degree.

Experience:

  • Up to 2 years of relevant experience at the national or international level in providing management advisory services and/or managing staff, projects and operational systems.
  • Experience in area-based programming, management and implementation as well in crisis or post-crisis contexts is an advantage;
  • Experience in the usage of computers and office software packages, experience in handling of web based management systems and Enterprise Resource Planning systems, preferably PeopleSoft.

Language Requirements:

  • Fluency in English and Ukrainian
