Under the overall supervision of the CBMM Programme Coordinator and under the direct supervision of the National Programme Officer, the selected candidate will be responsible for producing a documentary movie on readmission in Ukraine.

Vacancy end date - 30/09/2016 

Nature of the consultancy:

Creation (script writing, shooting and post-production) of a documentary movie on readmission procedure in Ukraine.

Background of the Consultancy:

The Consultancy will be provided under the EU-funded project Pilot Initiative to Monitor Readmission in Ukraine and Pakistan (MONITOR) aimed at monitoring human rights observance and socio-economic integration of persons readmitted from the EU to Ukraine and Pakistan.

Readmission is a procedure of reiterative admission of a person to the territory of the state he/she left before entering another state where he/she violated rules of entry or stay and is being forcedly removed.

The Agreement between Ukraine and the European Communities (European Union) on the readmission of persons (EU RA) was signed on 18 June 2007. The EU RA replaced all the previous agreements between Ukraine and the EU member-states on readmission and established two types of readmission procedures: standard procedure and accelerated procedure. The EU RA came into force in January 2008 for readmission of Ukrainian nationals and in January 2010 for readmission of third-country nationals.

The implementation of the readmission procedure by Ukrainian competent state authorities is described in the Instruction on the Procedure of Implementation of the International Agreements on Readmission of Persons by the Competent and Authorized Agencies of Ukraine.

The fate of the persons readmitted to Ukraine mainly depends on their status:

  • Readmitted Ukrainian nationals are not prosecuted in Ukraine; however they have high potential of facing problems with social and economic reintegration after a long period of stay abroad.
  • Readmitted third country nationals who violated rules of stay or border crossing in Ukraine usually undergo forced removal procedures (described in the Law of Ukraine on Legal Status of Foreigners and Stateless Persons (http://bit.ly/2d2q09O) , and the Instruction on Forced Return and Forced Expulsion of Foreigners and Stateless Persons (http://bit.ly/2cTtpui) which often leads to a long-term detention in a Migrant Accommodation Centre (MAC) (Model Regulation on Migrant Accommodation Centre (http://bit.ly/2cTt4HX).
  • Readmitted third country nationals who haven’t violated Ukrainian legislation or who were released from a MAC without being expelled from Ukraine usually face problems with their social and economic (re-)integration in Ukraine.

Objective:

To create a documentary movie (less than 60 minutes) for a wide audience covering the issues of:

  • Legislative and institutional framework of readmission in Ukraine
  • Practical implementation of the readmission procedure by Ukrainian competent authorities
  • Conditions of persons readmitted in Ukraine, their human rights observance and socio-economic reintegration.

Target:

  • To familiarize with the readmission procedures and post-return situation of the readmitted persons in Ukraine based on the input received from the key stakeholders and readmitted persons
  • To create quality video material through interviews with key stakeholders and readmitted persons, graphic presentation of institutional framework of the procedure and statistical data, a live-action or documentary presentation of procedure’s implementation etc.. The shooting of video material must take place in different locations in Ukraine
  • To develop a comprehensive video product understandable for a wide audience.

Tasks to be performed under the assignment:

  1. Creation of a script for the movie:
  • Meet with key stakeholders and collect information
  • Develop a draft script and share with IOM and key stakeholders for approval.
  1. Shoot video materials:
  • Interviews with key stakeholders in various locations
  • Presentation of practical implementation of the procedure (live-action, or documentary)
  • Interviews with readmitted persons in various locations
  • Any other relevant video materials.
  1. Create other video materials:
  • Infographic animation
  • Captions and credits including visual presentation of the project, its donor, implementers and stakeholders
  1. Post-production of the movie.

Tangible and measurable outputs of the assignment:

a)      A script of the documentary

b)      An array of created video materials

c)       A completed movie in Full HD (or higher) format, in Ukrainian and/or Russian and English with subtitles (in English and Ukrainian).

Timeframe:

The documentary is expected to be ready by December 2016.

Interested candidates are expected to submit by 30 September 2016 to IOM Kyiv the following documents:

  • CV
  • Letter of motivation including the qualifications and relevant experience to conduct the assignment
  • Video material/show real attesting competences in filmmaking (e.g. link to online material).

Performance indicators to evaluate the results of the assignment (value of services rendered in relation to their cost): 

  • Timeliness in the provision of the deliverables
  • Pertinence of the contents of the documentary and of the video material against the goals of the project
  • Technical quality of the video material. 

Required Qualifications and Experience:

Education and competences

  • Completed University Degree in a relevant field (e.g. social sciences, political sciences, communication sciences) from an accredited academic institution
  • Competence in filmmaking, attested by a relevant institution
  • Computer proficiency – knowledge of main software for audio-video material post-production
  • Excellent communication, interpersonal and organizational skills
  • Capacity to understand and translate into video material complex social dynamics including of political sensitiveness.

Experience

  • At least two years of experience in filmmaking is required
  • Experience of producing documentary movies is a strong asset
  • Experience of producing video-material for international organizations and/or public administration in Ukraine is an asset.

Languages

Fluency in Ukrainian/Russian is required. Fluency in English is a strong asset.

The selected candidate must be available to travel through Ukraine for shooting the video material.
