Ukraine Energy Security Project шукає експертів з регуляторної політики у секторі електроенергетики. Дедлайн - 6 грудня 2018 р. (далі - англ.).

Project Summary

The USAID/Ukraine Energy Security Project (ESP) is a USAID funded project operating country-wide with the mission to enhance Ukraine’s energy security, to improve the energy legal and regulatory environment and to increase resilience of energy supply, which will help Ukraine to achieve broad-based, resilient economic development to sustain country’s democracy.  ESP will work closely with the Government of Ukraine (GOU) and the National Energy and Utilities Regulatory Commission (NEURC) to correctly implement EU directives-based and competitive energy markets.  By doing so, Ukraine will facilitate private sector-led energy investments, increase renewable energy generation and provide secure, reliable, and affordable energy for all Ukrainians. 

Position Summary

The ESP is looking to fill several positions on the Electricity Team, focusing on regulations, at the grades of Senior, Specialist, Associate, and Assistant to implement Ukraine’s new electricity market including the harmonization of electricity market rules of Ukraine with the EU internal market. Members of the Electricity Team will report to a Senior Consultant. All positions are based in Kyiv.

Main Responsibilities

  • Coordinate cooperation with the Regulator in relation to electricity market reform implementation.

  • Provide advice and guidance on electricity market design and policy implementation.

  • Provide technical assistance to organization of conferences and workshops targeting electricity sector

  • Support implementation of cost-reflective tariff schemes based on available good practice in the electricity sector.

  • Support the development and implementation of market based cross-border electricity trade rules in compliance with EU energy ‘acquis communautaire’ (that is, the accumulated legislation, legal acts, and court decisions which constitute the body of European Union law).

  • Manage project activities towards development of competitive electricity market mechanisms (for example, day-ahead, intra-day, real-time balancing markets, bilateral trade, supplier switching, etc.).

  • Facilitate the improvement of renewable energy support mechanism towards successful integration to the electricity system with a competitive market orientation.  

  • Oversee project activities related with introduction of financial settlement and market clearing in the electricity sector considering the long-term goal for establishment of a clearing house.

  • Support the development of an effective electricity market monitoring mechanism.

  • Provide technical assistance to strategic planning and capacity development components of the project implementation.

  • Build and maintain strong partnerships and effective coordination among relevant stakeholders (for example, USAID and other international donors, government bodies, non-governmental organizations or other relevant partners).

Qualifications

  • University degree in electrical engineering, economics, business or related field acceptable to Tetra Tech.
  • Experience with electricity sector regulation, preferably in implementation of electricity market reform.
  • Experience in working with high level stakeholders including senior government counterparts.
  • Demonstrated experience required in development of regulations on cost-reflective tariff making, organized electricity market activities, implementation of settlement and clearing mechanism, electricity market monitoring, market based cross-border trade and renewable energy support mechanisms.
  • Staff and project management skills, including ability to develop and manage relationships with a diverse set of officials and stakeholders.
  • Experience in similar USAID projects on energy market development and international/regional regulatory cooperation on development of competitive energy markets.  Experience with EU and Eastern European countries a plus.
  • Experience of working in Ukraine is highly desired.
  • Proficiency in English (written, read, spoken, and heard). Proficiency in Ukrainian or Russian is a plus.
  • Proficient in office computer applications (Microsoft Word, Outlook, Excel, PowerPoint, Project, Visio, etc.).
