Position summary & job purpose:  

The USAID/Ukraine Energy Security Project (ESP) is USAID funded project operating country-wide with the mission to enhance Ukraine’s energy security, to improve the energy legal and regulatory environment and to increase resilience of energy supply, which will help Ukraine to achieve broad-based, resilient economic development to sustain country’s democracy. ESP will work closely with the Government of Ukraine (GOU) and the National Energy and Utilities Regulatory Commission (NEURC) to correctly implement EU directives-based and competitive energy markets. By doing so, Ukraine will facilitate private sector-led energy investments, and provide secure, reliable, and affordable energy for all Ukrainians.

The Ukraine ESP is currently hiring for a Training and Capacity Building Specialist.This person will be responsible for capacity building interventions across the energy sector, overseeing all aspects of training, curricula development, and of performance evaluation indicators. The Training and Capacity Building Specialist will work with project partners, stakeholders, grantees and national and municipal entities to design and develop action planning, and capacity building for the flow-down of policy in target regions. S/he is responsible for providing technical and managerial support and capacity building to field-based systems strengthening and decentralized institutional staff.

This position will report to the HICD Advisor and work closely with the Deputy Chief of Party.

The position is based in Kyiv Position responsibilities:

  • Provide instructional guidance, modeling, and technical support for training implementation

  • Create, revise, and maintain training content using appropriate e-learning software

  • Work with Events Coordinator to schedule trainings and manage logistics

  • Collaborate with course developers and trainers and lead production of course materials such as training handbooks, demonstration models, presentations, computer tutorials

  • Assist with developing and administering training evaluations and summarizing feedback

  • Assist with ensuring course accreditation compliance

  • Create or revise brochures and course informational materials 

  • Assist with training as it takes place, ensuring a productive and enjoyable experience for course participants

  • Other duties as assigned to assist with training development, delivery, and marketing functions

                           

    Required knowledge, skills, and abilities:

  • Minimum of 8 years’ experience as a training coordinator, teacher, instructor or other position that requires strong e-learning design and presentation skills.

  • Bachelor’s degree in education, business, instructional design, or relevant subject area. Master’s degree preferred

  • Proficiency with Microsoft Office applications, e-learning and marketing design software, learning management systems, and the operation of media equipment such as projectors, DVD players and personal computers

  • Proactive technical troubleshooting and problem-solving skills

  • Calm and personable under pressure

  • Detail and deadline oriented with strong organizational and interpersonal skills

  • Excellent communication skills including written, verbal, listening, and presentation is a must

  • Demonstrated capacity to lead workshops, trainings, and strategic planning sessions; and

  • Experience in Monitoring and Evaluation desired.

  • Experience working with government agencies, actors, and other stakeholders at the national and municipal levels;
  • Fluency in Ukrainian and Russian required, English language knowledge is a must.
