IFES оголошує конкурс на заміщення вакансії Senior Electoral Advisor. Дедлайн - 6 грудня 2018 р.

IFES is a non-profit, non-partisan international organization. As the global leader in democracy promotion, IFES advances good governance and democratic rights by providing technical assistance to election officials; empowering the underrepresented to participate in the political process; and applying field-based research to improve the electoral cycle. Since 1987, IFES has worked in over 135 countries, from developing democracies to mature democracies.

Since 1994, IFES has played a significant role in promoting electoral, administrative and legal reform in Ukraine.  In cooperation with partners in Ukrainian civil society and the Central Election Commission (CEC), IFES is working to foster dialogue on electoral reform, build the capacity of local NGOs, institutionalize best practices in training election officials and ensure more equal representation in the electoral process for disadvantaged populations, especially women and persons with disabilities.

IFES Ukraine is seeking Senior Electoral Advisor who will contribute to IFES Ukraine’s research and analysis, high-level electoral and policy networking, advocacy, assessment and other consultation to IFES Ukraine and its partners. Number of work days: 160.

Main duties and job responsibilities:

  • Produce high-level analyses, research and outputs on key policy issues related to electoral reform;
  • Provide technical advice and assistance upon request;
  • Contribute to updating key policy papers and analyses upon request;
  • Offer technical input and organizational support on specific programmatic initiatives as directed by IFES Ukraine;
  • Contribute to and at time accompany VIP guests visits in-country and abroad;
  • Strategize and join assessments and evaluations when called upon;
  • Represent IFES on specific occasions when requested by COP or DCOP;
  • Conduct and organize trainings.

Skills and specifications:

  • Exceptional communication skills with strong ability to deliberate complex political issues and build consensus;
  • Extensive knowledge of the political environment and players in Ukraine;
  • Extensive experience in analysis, policy formation, strategy development and follow-through;
  • The ability to remain highly organized while handling multiple tasks under tight deadlines;
  • The ability to initiate, conceptualize and complete complex tasks with limited supervision;
  • Excellent writing and reporting skills;
  • Project management skills preferred;
  • Willingness to adhere to all principles of confidentiality;
  • Must value operating in a collaborative, dynamic and intense environment;
  • Previous experience working in international organizations and comprehensive understanding of international actors on Ukrainian affairs;
  • Ability to show initiative, good judgment, and resourcefulness.

Education and qualifications:

  • Master’s Degree in relevant field;
  • A legal degree is an advantage;
  • Minimum of ten years of relevant working experience;
  • Experience working on policy, democracy and governance programs;
  • Excellent knowledge of political issues and elections;
  • Excellent knowledge of Ukraine’s media, civil society and policy landscape and stakeholders;
  • Experience with diverse donors including USAID, DFID, and/or Global Affairs Canada;
  • Proficiency in Word, PowerPoint, Outlook and Excel.

Language skills:  Fluency in English, Ukrainian, and Russian languages required
