Background
The dramatic and turbulent events of 2014 prompted momentous changes in Ukraine, yet the overall national environment remains both complex and precarious. On the positive side, the so-called Revolution of Dignity ushered in a new era of democratic reforms, unprecedented levels of civic activism and widespread aspiration towards a more transparent, responsive and accountable government. Five years later, however, democratic governance in Ukraine remains weakened by low levels of trust in institutions, widespread disappointment with the slow pace of reforms, especially with regard to anti-corruption and delivery of justice, and growing social and political polarization. The 2019 elections year is a critical turning point in Ukraine’s development, and will either recapture the momentum of transformation or entrench the old system of vested interests that threatens to undermine gains made, possibly leading to further instability. At the same time, the backdrop of the continuing armed conflict in eastern Ukraine continues to dominate social and political space, detracting from the important agendas of democratic governance and economic growth, but also driving alarming trends that threaten to undermine social cohesion and the very foundation of a sustainable peace in Ukraine.
In response, the UN system in Ukraine significantly upscaled its presence and programmatic engagement in four key areas: i) humanitarian assistance; ii) human rights; iii) recovery and peacebuilding; and iv) assistance to long-term and country-wide governance reform, all which form part of the sustainable peace foundation as envisioned in the Secretary-General’s Sustaining Peace Agenda. The UN Resident Coordinator (RC) leads the UN system in Ukraine and serves as a bridge between political engagement and development assistance, in pursuit of preventing conflict and sustaining peace, and in support of leaving no one behind under the Sustainable Development Goals (SDG) agenda. The RC is supported in these efforts by the Joint United Nations Development Program-United Nations Department of Political and Peacebuilding Affairs (UNDP-DPPA) Program on Building National Capacities for Conflict Prevention (2019-2023), including by deployment of a Peace and Development Advisor (PDA) to assist the RC and the UN system in Ukraine in analytical and programmatic engagement on conflict prevention and peacebuilding initiatives.
Under the direct supervision and guidance of the PDA, the national Peace and Development Officer (PDO) will provide substantive support in three main areas of activity, including:
Duties and Responsibilities
Under the supervision of the PDA, the main duties and responsibilities of the PDO will include:
i. supporting and contributing to analytical processes in support of UN System planning and program frameworks (e.g., the Common Country Assessment, the UN Partnership framework, the SDG agenda, etc.), as well as development of policy papers and positions
ii. supporting development of new and maintaining existing partnerships by, e.g., advising on due diligence and reputational risks, etc.
iii. supporting public messaging and communications, e.g., advising on media channels and sources, formulation of key messages, etc.
