Support to Anti-Corruption Champion Institutions (SACCI) Program in Ukraine                                    

Project Summary: 

The Support to Anti-Corruption Champion Institutions (SACCI) Project in Ukraine is a five-year USAID initiative with the objective to assist Ukraine to reduce corruption and increase the accountability and transparency of governance. The program seeks to empower key government institutions to fight corruption, build public support for and engagement in anti-corruption efforts, and reduce citizen tolerance to corruption.

Position Summary:

MSI is seeking a senior-level Expert to assist SACCI with formulating strategy for incorporating anti-corruption aspects into the digitalization reform as currently pursued by the government of Ukraine (especially, the Office of the President of Ukraine and the newly-established Ministry for Digital Transformations).

The Expert will analyze the anti-corruption effect of digitalization policies and instruments that are being developed by the government, propose to SACCI the digitization policy streams that are most promising for advancing the anti-corruption policy agenda or have the largest anti-corruption effect, and help SACCI strategize approaches for expanding activities into digitalization area.

Expected level of effort is up to 70 working days between mid-late October, 2019 and January 31, 2020.

Responsibilities:

  • Analyze the current developmental scope of SACCI and other most pertinent USAID projects, if feasible, and provide recommendations for incorporating digitalization activities with the most anti-corruption effect into the current annual work plan;

  • Review strategic guidance documents developed by the government (including, the newly-established Ministry for Digital Transformations) to point out key entry points for the specific anti-corruption effect of ICT interventions. Provide recommendations as needed;

  • Based on the information gathered and consultations held, develop the SACCI (and a wider, USAID Ukraine) approach to using ICT for achieving anti-corruption effect through minimum-, mid- and large-scale interventions. Assist SACCI to develop cost estimate for  interventions and scope out the human resources needs and profiles for specialists needed under each of the models;

  • Liaise with government counterparts and advance the project agenda with key stakeholders, taking in their recommendations and feedback;

  • Provide support to each of the SACCI components:

    • Component 1 (strengthening anti-corruption performance of state institutions and cities): assist with digitalization ideas, validate ideas presented to the team, provide guidance on implementation;

    • Component 2 (communications): assist with promoting the digitalization brand for anti-corruption;

    • Component 3 (civil society and youth): advice on civil society and youth involvement in implementing digitalization agenda, participate in the project events as a speaker, talking on the cross-cutting issues of digitalization, anti-corruption and youth values;

  • Provide analytical inputs and advice to SACCI team and counterparts at the national and local levels on the issues of digitalization and its impact on corruption.

Qualifications:

  • Higher education in information technology, telecommunications, software development, business management for IT or other relevant fields;

  • Over five (5) years of experience of working directly with the government counterparts on issues of digitization, implementation of complex IT projects and / or developing policy for digitization;

  • Excellent organizational skills to meet deadlines;

  • Fluency in Ukrainian and required. Working knowledge of English;

  • Business writing skills and ability to deliver documents for the Government;
