Preamble:

The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.

In most cultures, volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.

In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive.

Ukraine has reasonable health, education and transportation facilities. Ukraine has population of 44 million and area of 603,628 km2, making it the largest country entirely within Europe. Ukraine has a mostly temperate continental climate, although the southern coast has a humid subtropical climate.

Supervision, induction and duty of care of UN Volunteers

UN Volunteers should be provided equal duty of care as extended to all host entity personnel. Host entity support to the UN Volunteer includes, but is not limited to:

  • Introductory briefings about the organisation and office-related context including security, emergency procedures, good cultural practice and orientation to the local environment;
  • Support with arrival administration including setting-up of bank accounts, residence permit applications and completion of other official processes as required by the host government or host entity;
  • Structured guidance, mentoring and coaching by a supervisor including a clear workplan and performance appraisal;
  • Access to office space, equipment, IT support and any other systems and tools required to complete the objectives of the assignment including a host entity email address;
  • Access to shared host entity corporate knowledge, training and learning;
  • Inclusion of the volunteer in emergency procedures such as evacuations;
  • Leave management;
  • DSA for official travel, when applicable;
  • All changes in the Description of Assignment occurring between recruitment and arrival or during the assignment need to be formalized with the United Nations Volunteer Programme.

12.     Description of tasks:

Under the overall supervision of the Representative, guidance of National Programme Coordinator and in close collaboration with UN Women projects and operations teams as well as with the Regional Evaluation Specialist in UN Women Europe and Central Asia Regional Office in Istanbul, the UN Volunteer is expected to perform the following duties:

1.  Monitoring of activities to ensure compliance with UN Women corporate requirements and processes, and assist planning process of the Country Office:

  • Support the compliance of the UN Women corporate requirements and processes, including the use of UN Women Results Management System (RMS), application of the Programme Chapter of UN Women Programme and Operation Manual (POM) as well as additional guidance from HQ, to the work of Ukraine Office.
  • Provide support to the annual planning process of UN Women Ukraine Country Office, including support to the development and revision of Annual Work Plan (AWP), Monitoring, Research and Evaluation Plan (MERP), Performance Monitoring Framework (PMF), in order to ensure the results-based planning and proper planning of M&E activities from outset.
  • Provide Result-Based Management and M&E-related inputs to programme and project colleagues for the development of M&E plan as well as for development of concept notes, project proposals and baseline surveys to ensure the minimum standard and requirements of M&E in line with CO Strategic Note, MERP and Performance and Monitoring Framework (PMF).
  • Coordinate with CO staff to ensure the effective use of UN Women Results Management System for planning purposes, by ensuring the timely data entry and update of Strategic Note and AWP data in the system.

 2. Provide support and coordination to monitoring activities of the Country Office:

  • Coordinate with CO staff for the monitoring and review activities of Strategic Note of UN Women Ukraine Office, including support to the mid-year and annual review of Annual Work Plan (AWP), data collection and analysis of outcomes and outputs indicators against Strategic Note, in line with Monitoring, Research and Evaluation Plan (MERP) and Performance Monitoring Framework (PMF) of Ukraine CO.
  • Support the monitoring of the implementation of MERP and PMF on a quarterly basis and contribute to the annual update of MERP and PMF in consultation with CO staff.
  • Coordinate with CO staff to ensure the effective use of UN Women Results Management System for monitoring purposes, by ensuring the timely data entry and update of monitoring data against outcomes and outputs, corresponding indicators and activities on a quarterly basis.
  • Undertake regular monitoring of UN Women projects, including those implemented by the partners in respect to the delivery of the planned results, including financial allocations and expenditures;
  • Update on a monthly basis (based on inputs from programmes and projects teams and the results of the monitoring) on the achievements of the target results, progress made, on track initiatives, delayed activities, etc.;
  • Substantially contribute to the organization of UN Women weekly, monthly, semi-annual and annual meetings and retreats with dedicated inputs and, when required, with M&E sessions to update on the current status, flag urgent issues and actions required and propose solutions;
  •  3. Provide support and coordination to evaluation activities:

  • Support the programme staff in ensuring that the Country Office Evaluation Plan is properly followed and updates on its implementation are provided to Country Representative and National Programme Coordinator, as required;
  • Provide support to the project teams in participating in mid-term or final (case specific) evaluations ensuring quality inputs to the development of the Evaluation ToR, design of the evaluation process, questionnaires, checklists, etc.;
  • Ensure the Global Accountability and Tracking of Evaluation system (GATE) is updated regularly with the upload of the evaluation plans, results of the evaluations and their findings and recommendations, quarterly updates of the Management Responses to evaluations, etc.;
  • Provide evaluation related inputs to the CO and RO Annual reports.
  • Participate in relevant evaluation trainings including the UN Women Evaluation e-learning training.
  • Contribute to knowledge building and capacity building
  • Identify and disseminate good practices, lessons and knowledge, as identified through programme implementation, monitoring and evaluation activities;
  • Contribute to the development of capacity development tools, including training materials and packages;
  • Facilitate capacity building opportunities for staff and partners in the country in the areas of Results Based Management (RBM), Monitoring and Evaluation;
  • Promote the awareness and understanding of the shared responsibility of Monitoring and Evaluation (M&E) among all staff members through communication, training, learning and development activities.
  • Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

    • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
    • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
    • Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.  
    • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
    • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
    • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

13.     Results/expected outputs:

  • Regular and timely coordination and monitoring of activities provided in compliance with UN Women corporate requirements and processes.
  • Technical and operational support throughout the planning process of CO provided with the high-quality Result-Based Management and M&E-related inputs.
  • Regular and timely monitoring of UN Women projects and activities with the effective use of UN Women RMS ensured. Monthly updates on the achievements and progress provided. 
  • Substantial support to the CO evaluation activities provided with the high quality dedicated inputs.
  • Best practices, lessons learned through programme implementation, monitoring and evaluation activities are shared in timely manner.

14.     Qualifications/requirements: 

Required Education Level: Master’s degree

Required Experience:2years

Education - Additional Comments

Master’s degree (or equivalent) in Public Administration, Programme/Project Management, International Development or in the field of social sciences or another relevant field.

Experience Remark

  • At least 2 years of progressively responsible experience at the national or international level in coordination, monitoring and evaluation of development projects/ programmes;
  • Knowledge of results-based planning, monitoring, reporting and evaluation;
  • Experience in data collection and analysis with qualitative or/and quantitative data collection methodologies for monitoring and/or evaluation work is an asset;
  • Experience in results-based planning, monitoring, reporting and/or evaluation of gender-specific programme/project at the country level is an asset;
  • Knowledge in the concept and application of Results-Based Management (RBM) to programme/project cycle is an asset;
  • Substantive knowledge of and experience on gender equality and women’s empowerment will be considered a strong advantage;
  • Experience in the UN system, agencies and international organizations is an asset.

Language skills

  • Fluency in spoken and written English is required;
  • Fluency in Ukrainian is required;

15.     Living Conditions:

Ukraine has reasonable health, education and transportation facilities. Ukraine has population of 44 million and area of 603,628 km2, making it the largest country entirely within Europe. Ukraine has a mostly temperate continental climate, although the southern coast has a humid subtropical climate.

Today Ukraine is facing its most serious challenges since achieving independence in 1991. The conflict in the east forced more than one million people to leave their homes to save their lives. Recovery and Peacebuilding of the conflict-affected areas, as well as support of internally displaced people (IDPs) are among the top priorities for UN system in Ukraine.

 As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. National UN Volunteers are part of the malicious insurance plan.

16.     Conditions of Service for national UN Volunteers

The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.

The applicable Volunteer Living Allowance is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service. The VLA amount is USD 961.75 (equivalent in UAH.
