The purpose of the survey is to gather data from communities on CIVIC activities related issues, inform CIVIC programmatic activities and to establish a baseline against which CIVIC will measure the impact of its activities in target communities in East of Ukraine.

 1.    Scope of work

The scope of work is based on the methodology set out below and will include the following: 

• Survey Methodology:

A quantitative survey is to be developed in close consultation with CIVIC. The survey will include administering of a structured questionnaire with randomly selected respondents. Face-to-face interviews will be held with respondents aged 18 and above.

• Sampling:

A convenience sample with some intentional over-sampling of specific groups will be adopted to ensure a representative sample (i.e. by gender, geographical location and age group). Random sampling would be used to select survey participants: respondents for the face‐to‐face interviews are to be selected using the random walk methodology.

For the purpose of this bid, assume the interview duration up to 45 minutes lengths. Preferably, it should be computer-assisted personal interview (CAPI) survey, i.e., conducted on tablets.

2.    Deliverables

• Develop the survey methodology in close consultation with CIVIC
• Develop the survey sampling methodology and select survey participants (provide an open source and replicable sampling script which can be independently verified)
• Fine tune the survey questionnaire in close consultation with CIVIC
• Prepare an interview/discussion guide in Ukrainian and Russian
• Pretest the questionnaire and discussion guide with a similar respondent profile and finalize it
• Prepare an interviewer’s training guide with clear definitions
• Recruit and train interviewers on the survey methodology and the questionnaire content 
• Conduct the fieldwork/data collection as per the research design and methodology Prepare code list for open ended questions
• Complete data entry and clean the data
• Weight  the  data  per  latest  population  and  other  demographic  figures
• Provide a complete database of raw results and cleaned and weighted results in Excel
• Produce tabular reports in MS Excel and Word format
• Prepare survey report (in Ukrainian), including 1) literature review of existing research in the area; 2) research design/approach/methodology; 3) panel and sample description; 4) data collection (including data collection tool) and data analysis process; 5) ethical considerations; 6) validity and reliability and limitations, including potential research bias (if relevant); 6) key findings and conclusions, including data visualization.

3.    Location

The survey will be conducted in 12 communities/settlements in Donetska and Luhanska oblasts: 1) Muratove, Novoaidarskyi rayon, Luhanska oblast; 2) Zaitseve, Bakhmutsky rayon, Donetska oblast; 3) Mariinka, Mariinsky rayon, Donetska oblast; 4) Krasnohorivka, Mariinsky rayon, Donetska oblast; 5) Lopaskyne/Lobacheve/Trokhizbenka, Novoaidarsky rayon, Luhanska oblast; 6) Troitske, Popasniansky rayon, Luhanska oblast; 7) Hranitne, Volnovakhsky rayon, Donetska oblast; 8) Mykolaivka, Volnovakhsky rayon, Donetska oblast; 9) Novotroitske, Volnovakhsky rayon, Donetska oblast; 10) Verkhnotoretske, Yasynuvatsky rayon, Donetska oblast; 11) Pervomaiske, Yasynuvatsky rayon, Donetska oblast; 12) Zolote, Popasniansky rayon, Luhanska oblast.
