Community Liaison and Outreach Associate

In 2020, UNDP Ukraine expanded its governance portfolio to include new initiatives and successfully building on previous pilots and smaller but scalable interventions. With the advent of new political leadership in 2019, Ukraine has intensified its drive towards digitalisation of state services – well in line with the Presidential commitment to deliver on the “Your State in Your Smartphone” initiative. UNDP Ukraine has been working in the fields of administrative service re-modelling, social innovation and digitalisation, open data and better digital governance for over 15 years now. In 2020, UNDP Ukraine plans to launch a new programme to support the digital transformation in the country that will last for three years and aims to assist the Government of Ukraine not only in delivering state services online or through a mobile platform but also in having a Human Rights-Based Approach (HRBA) to digitalisation policy design.

The Digital, Inclusive, Accessible: Support to Digitalisation of Public Services in Ukraine (DIA Support) Project was presented to the Ministry of Digital Transformation of Ukraine. Within the DIA Support Project, UNDP will assist its government counterparts, first and foremost the Ministry for Digital Transformations (MDT) to select two complexes of services that representatives of vulnerable groups face in life situations to enable the delivery of digitalised or digitally-enhanced, mobile-based services.

UNDP Ukraine, therefore, seeks to hire a Community Liaison and Outreach Associate to support the implementation of the project.

Under the overall guidance and supervision of the Digital Literacy Specialist, the Community Liaison and Outreach Associate provides ongoing project and administrative assistance and support to Digital, Inclusive, Accessible: Support to Digitalisation of Public Services in Ukraine (DIA Support) project, performing a variety of standard administrative processes ensuring high quality and accuracy of work.

The Community Liaison and Outreach Associate works in collaboration with the operations, programme and project staff in the Country Office (CO) to exchange information and ensure consistent services delivery.

The incumbent will promote UNDP’s mandate as a gender-responsive organisation with zero tolerance to any discriminatory and abusive behaviour, including sexual harassment, sexual exploitation and abuse.

 

Duties and Responsibilities

Summary of Key Functions  
  • Provide support to the management of ongoing project activities;
  • Manage citizen-client audiences;
  • Support existing partnerships with national counterparts and NGOs;
  • Produce analytical documents; 
  • Ensure the mainstreaming of gender equality and women’s empowerment considerations in the field of expertise; 
  • Promote a safe and enabling environment free of any discrimination and abusive behaviour;
  • Perform other duties as necessary.
1. Provide support to the management of ongoing project activities:
  • Support organisation of the capacity-building activities and awareness-raising initiatives (trainings, workshops, awareness-raising events, info-campaigns, etc.) as necessary;
  • Contribute to terms of reference for and supervision of experts, consultant teams and commercial vendor-companies that work to elicit citizen needs, wants, pains and preferences;
  • Contribute to ensuring quality control over third-party vendors or CSOs under grants that develop and deliver services for citizen outreach, training, awareness-raising, community mobilising or in any related sphere; 
  • Draft budgets, event agendas, and other activity-related documents for internal use by the DIA Support project team;
  • Assist in coordinating the planned events of the project. 
2. Manage citizen-client audiences:
  • Serve as the constant link of the project to the citizen-client audiences (not only specific vulnerable groups but also a broad spectrum of citizens using digital services or willing to use them without an opportunity to do so yet);
  • Travel around the country or organise and conduct multiple online events gauging the experiences of the citizens and manage ongoing field consultations with citizen-clients and work with the UI / UX IT Associate and Digitalisation Policy Specialist to incorporate citizen voices into policy and digital solutions designed to implement the policy;
  • Serve as a moderator throughout public events and community discussions;
  • Work with state authorities and established feedback loop mechanisms (FAQ and help-centres and hotlines) to make sure that the citizen voices are heard; in parallel – work with the PR / Communications Associate to convey to the citizen-clients that their voices are listened to and incorporated into the communications products designed under the DIA Support project.
3.  Support existing partnerships with national counterparts, CSOs and NGOs:
  • Work with state authorities (especially, MDT) and established feedback loop mechanisms (FAQ and help-centres and hotlines) to make sure that the citizen voices are heard; in parallel – work with the PR / Communications Associate to convey to the citizen-clients that their voices are listened to and incorporated in communications with the government counterparts;
  • Liaise with the Office of the Ombudsperson in Ukraine and international entities, seeking to apply good practices of HRBA into state processes of service digitalisation. Cooperate closely with the Digitalisation Policy Specialist and Policy and M&E Associate on these matters;
  • Manage grants to civil society organisations that help conduct citizen consultations or employ tools to track satisfaction with digital services. Supervise all aspects of grant activities to make sure that they are in line with the project’s goals and UNDP standard operating procedures.
4. Produce analytical documents:
  • Elaborate necessary documentation (concept notes, briefs, fundraising considerations) to operationalise and steer programmatic initiatives and activities;
  • Provide inputs to the development of learning/training materials, programmes and tools as envisaged by the project;
  • Assist in minutes taking for program/project meetings and in drafting research reports as required.
5. Ensure the mainstreaming of gender equality and women’s empowerment considerations in the field of expertise:
  • Use the principles of gender-responsive communications and outreach in line with the UNDP corporate standards.
6. Promote a safe and enabling environment free of any discrimination and abusive behaviour corporate standards:
  • Support the promotion of an organisational culture of gender equality and zero tolerance to any sexual misconduct in the team through leadership and personal example;
  • Demonstrate respect for gender equality in professional interactions, identify and address sexism and gender discrimination;
  • Respect differences and accord equal spaces and dignity regardless of personnel’s gender, race, sexual preference, ethnicity, ability, or other markers of identity;
  • Assist with informing and briefing personnel and partners about corporate sexual harassment and sexual exploitation and abuse policies.

Required Skills and Experience

Education
  • Bachelor’s degree in Political or Social Sciences, Public Administration, Business Administration, Management, Law, International Relations or related field;
Experience
  • A minimum of three (3) years of relevant professional work experience in project/programme support in the area of administrative reform, public services, community mobilization and outreach, local governance strengthening or other related areas;
  • Demonstrated experience of working directly with citizen-clients that receive government-administered services (especially outside of the capital) or with CSOs that render similar services to citizens;
  • Experience in the usage of computers and office software packages (MS Word, Excel)
  • Demonstrated experience of dealing with the promotion of electronic services at the national and local level is an asse
Language Requirements
  • Fluent English, Ukrainian and Russian (both spoken and written).
