Context:
Under the overall supervision of the Chief of Mission and direct supervision of the Emergency and Stabilisation (E&S) Programme Coordinator, the Infection Prevention and Control (IPC) Project Officer will provide thematic support to the Unit and the Emergency Coordinator in implementing IOM’s IPC-related emergency and stabilisation projects.
Core Functions / Responsibilities:
1. Support the senior management in the mission, field offices and relevant external stakeholders in developing the E&S IPC action plan;
2. Provide thematic IPC and other health-related guidance to E&S Unit management and various field teams in the implementation of relevant project activities, including to identify and engage affected populations in relation to IPC response;
3. Participate in assessment of community-based social protection institutions, healthcare facilities, entry exit check points (EECPs) and other facilities as required to facilitate implementation of IPC policies and practices, identifying gaps and providing recommendations to address them.
4. Support the development of the Unit’s community-centered IPC response, working with local communities/targeted groups to identify gaps/needs, most vulnerable groups and develop targeted and innovative responses to both raise awareness, address gaps and help strengthen existing mechanisms.
5. Provide technical support and guidance and participate in the development of resources and tools, such as guidelines, SoPs, assessments for IPC activities across the different communities IOM engages with
6. Provide technical support to the Emergency Coordinator and the Heads of Field Offices related to the implementation, monitoring and evaluation of IPC project activities in the Eastern Conflict Areas (ECA);
7. Support mission fundraising efforts in relation to implementation of IPC programming, including contributing to the drafting of project proposals;
8. Liaise with relevant line ministries, authorities and other local stakeholders for the implementation of capacity building and awareness raising activities benefitting community health and social workers. Perform this task using existing IPC models and emerging guidance on COVID 19 ensuring all efforts are in line with Ukrainian national policy and WHO recommendations.
9. Coordinate with key national technical partners, regional authorities as well as non-governmental organizations, UN agencies and humanitarian actors on IOM and partner/stakeholder activities, and advise senior management on opportunities for collaboration where viable;
10. Represent the E&S Unit in relevant fora – particularly the Health Cluster – and coordinate/collaborate with relevant stakeholders to increase IOM’s presence and engagement in IPC;
11. Perform such other duties as may be assigned.

• Experience of working with governmental authorities, local or international NGOs or UN agencies is a distinct advantage;
• Knowledge and understanding of the context in ECA and specifically the health sector.
• Advanced PC knowledge.
• Knowledge and understanding of the issue of emergency response in Ukraine;
• Ability to deliver results under the circumstances in the Eastern Conflict Area.
Languages
Fluency in English, Ukrainian, Russian is required.
