Strategic Environment Assessment Expert

To support the Ukrainian authorities to implement the inland waterway reform in Ukraine, the European Comission launched in January 2019 the “Assistance for Dnipro Transport Development” project focusing on :

  1. Improving  the legal and regulative framework required for reforming the inland waterway transport (IWT) in relation to the EU-Ukraine Association Agreement.
  2. Contributing to increase the capacity of the Ministry of Infrastructure and related institutions with the aim to improve the safety, efficiency and effectiveness of IWT sector in Ukraine.
  3. Developing a comprehensive IWT plan for the river Dnipro.

To strengthen our legal team we are looking for a qualified Strategic Environment Impact Assessment Expert.

The expert is required to execute the following  activities:

  1. Collect relevant information and statistics
  2. Describe the main objectives and the connection with other state planning documents
  3. Describe the characteristics of the current state of the environment
  4. Describe the characteristics of the state of the environment that are likely to be affected
  5. Investigate and describe environmental issues related to the IWW Transport Development Strategy, in particular for areas with environmental status
  6. Identify and describe obligations in the field of environmental protection, established at the international, state and other levels related to the IWW Transport Development Strategy, as well as ways to take into account such obligations under time of preparation of the IWW Transport Development Strategy
  7. Describe the consequences for the environment, including secondary, cumulative, synergistic, short-, medium- and long-term (1, 3-5 and 10-15 years), permanent and temporary, positive and negative consequences
  8. Describe measures to be taken to prevent, reduce and mitigate the negative consequences of the implementation of the IWW Transport Development Strategy
  9. Define and describe the rationale for the choice of justified alternatives considered (if applicable), description of the way in which the strategic environmental assessment was carried out, including any complications (lack of information and technical means during such an assessment)
  10. Identify and describe measures envisaged for monitoring the consequences of the implementation of the IWW Transport Development Strategy for the environment
  11. Provide description of the likely transboundary effects on the environment

  1. Content and main goals of the IWW Transport Development Strategy, its connection with other state planning documents
  2. Characteristics of the current state of the environment, including public health, and projected changes in this state, if the IWW Transport Development Strategy is not approved

2.4. Habitats, flora and fauna, specially protected areas and landscape

2.5. Cultural heritage and tangible assets

  1. Characteristics of the state of the environment, living conditions of the population and the state of its health in the territories that are likely to be affected
  2. Environmental issues, including risks to public health, related to the IWW Transport Development Strategy, in particular for areas with environmental status
  3. Obligations in the field of environmental protection, including those related to the prevention of negative impact on public health, established at the international, state and other levels related to the IWW Transport Development Strategy, as well as ways to take into account such obligations under time of preparation of the IWW Transport Development Strategy
  4. Description of the consequences for the environment, including for the health of the population, including secondary, cumulative, synergistic, short-, medium- and long-term (1, 3-5 and 10-15 years, respectively, and, if necessary, 50 –100 years), permanent and temporary, positive and negative consequences
  5. Measures to be taken to prevent, reduce and mitigate the negative consequences of the implementation of the IWW Transport Development Strategy
  6. Rationale for the choice of justified alternatives considered, description of the way in which the strategic environmental assessment was carried out, including any complications (lack of information and technical means during such an assessment)
  7. Measures envisaged for monitoring the consequences of the implementation of the IWW Transport Development Strategy for the environment, including the health of the population
  8. Description of the likely transboundary effects on the environment, including public health
  9. Summary of non-technical nature of information

11.1. Content and main purposes of the IWW Transport Development Strategy, its connection with other state planning documents

11.2. Characteristics of the current state of the environment, including public health, and forecast changes in this state if the IWW Transport Development Strategy is not approved

11.3. Characteristics of the state of the environment, living conditions of the population and the state of its health in the territories that are likely to be affected

11.4. Environmental issues, including risks to public health, related to the IWW Transport Development Strategy, in particular for areas with environmental status

11.5. Environmental obligations, including those related to the prevention of adverse effects on public health, are established at the international, state and other levels related to the IWW Transport Development Strategy, as well as ways to take such obligations into account during the preparation of the IWW Transport Development Strategy

11.6. Description of the consequences for the environment, including for the health of the population, including secondary, cumulative, synergistic, short-, medium- and long-term (1, 3–5 and 10–15 years, respectively, and, if necessary, 50–100 years), permanent and temporary, positive and negative consequences

  1. List of sources used

 

Training

-          Prepare training programme and materials on Strategic Environmental Assessment for the IWW transport sector

-          Provide training on preparing (methodology, legal requirements, etc.) an SEA for IWT to staff of the Ministries of Infrastructure and Environmental Protection

 

Expert qualifications

 

- minimum Master’s degree in environmental science or related field

- minimum 10 years’ experience in Environmental studies

- knowledge of Ukraine legal framework for environmental assessments

- experience with environmental assessments and/or audits

- affiliation with inland waterway transport

- experience with preparing training material and provide trainings

- Ukraine native speaker

- good working knowledge of English language (verbal, writing)

- reporting and presentation skills

 Output

 The ST expert will prepare a SEA report for the IWW Transport Development Strategy and Action Plan 2021-2031 in line with Ukraine legal requirements. 

 Time frame of the assignment

 The tasks for the ST expert are planned to be executed in the period March-April 2021.

 In total 25 working days are foreseen.
