Protection Project Lead (Київ)

Danish Refugee Council, one of the world’s leading humanitarian NGOs that promotes and supports durable solutions to the problems of refugees and internally displaced persons around the world, is currently looking for a qualified Protection Project Lead in the Kyiv office.

Overall purpose of the role: The Project Lead supports the Programme Manager in leading, coordinating and overseeing the project focused on engaging with the local self-government units (LSGs) to strengthen the local government capacity and empower them to lead the development processes for the benefit of the local conflict-affected communities.

Main responsibilities:

  • Drafting of briefing notes, position papers and training materials.
  • Create and maintain a network of major LSG stakeholders at the local, regional and national levels.
  • Support communication with LSGs.
  • Make frequent visits to the field and in coordination with field lawyers observe the trends, gather data and facts for advocacy.
  • Responsible for research and analysis, development of different LSG project concepts, and thematic reports.
  • Maintain regular coordination with Kyiv level LSG stakeholders.
  • Connect participating LSGs with national-level stakeholders.
  • Responsible for planning, collecting, drafting and designing LSG bulletin.
  • In conjunction with the Program Manager, responsible for selecting and supervising external consultants on LSG business development and LSG promotional material production.
  • Perform as a resource person for training programs.
  • Provide input to PM for donor reporting.

Key deliverables:

  • Regular planning, research, legal analysis and reporting.
  • Cooperation with LSGs and other national and regional level stakeholders.
  • Contribution to development and implementation of the project strategy.
  • Coordinate and oversee Implementation of project activities.

Key stakeholders: 

  • Builds networks of key informants and stakeholders in the region.
  • Establishes and maintains coordination with regional and local authorities focusing on local self-government officials and duty bearers.
  • Represents DRC in advocacy-related national and regional fora on the local self-government (LSG) issues.
  • Liaises with key (inter)national NGOs in the country to ensure DRC has up-to-date information on the humanitarian coordination and response in the region.

Required experience and competencies:

  • Master’s degree in International Law, Human Rights or similar.
  • At least 3-5 years of work experience within programs related to rights’ protection of conflict-affected population within a national or international NGO, the UN or Government agencies. 
  • Excellent writing and editing skills for external audiences (including governments and donors).
  • Extensive knowledge of national legislation on LSG powers and regulations, human rights and international humanitarian law. Strong knowledge of national law and government policies aimed at protecting IDPs and conflict-affected person rights.
  • Experience in producing high-quality technical and advocacy material (training material, programme tools, proposals, advocacy and strategic documents etc.).
  • Full professional proficiency in English; fluency in Ukrainian and Russian.

Contract length: 3 months with possibility of extension for 1 year based on successful probation.
