National Consultant acting as Procurement Advisor to the Ministry of Health of Ukraine

MAIN OBJECTIVE OF THE ASSIGNMENT

The primary objective for the National Consultant acting as Procurement Advisor to the Ministry of Health of Ukraine is to perform consolidation and analytical work on procurement of medicines, medical devices and other products under defined budget programmes by MoH of Ukraine and specialized organizations, as well as providing guidance and recommendations to the MoH on improvement of procurement processes.

DESCRIPTION OF RESPONSIBILITIES / SCOPE OF WORK

  • Analysis and consolidation of information regarding medicines, medical devices and other products stock, that have been procured for the state budget and budget programmes 2301400 «Provision of medical activities for individual government programmes and integrated programmatic activities», 2301040 «Public health and epidemics control measures» in 2016-2021
  • Analysis and consolidation of information regarding procurement of medicines, medical devices and other products performed by specialized international organizations under the state budget programmes 2301400 «Provision of medical activities for individual government programmes and integrated programmatic activities», 2301040 «Public health and epidemics control measures»
  • Analysis and consolidation of information regarding procurement of medicines, medical devices and other products performed by SOE Medical Procurements of Ukraine under the state budget programmes 2301400 «Provision of medical activities for individual government programmes and integrated programmatic activities», 2301040 «Public health and epidemics control measures»
  • Preparation of the report “Information on procurement of medicines and medical devices in accordance with agreements (contracts) concluded by the central executive body of Ukraine, which ensures the formation and implementation of state policy in the field of health, with specialized organizations that carry out procurement”, which is published on the web portal of the Authorized Body as part of the electronic procurement system. Preparation of the report “Information on public procurement of medicines and medical devices with the involvement of specialized organizations using the funds of state budget “, which will be published on the web portal of the Ministry of Health of Ukraine
  • Preparation of analytical materials and recommendations concerning the of the previous periods budget balances on the accounts of specialized organizations, which were obtained after finalizing the procurement procedures.
  • Development of draft nomenclature of medicines, medical devices and other health products, which will be purchased by the Ministry of Health of Ukraine under the state budget funds.
  • Monitoring the procurement of medicines, medical devices and other products performed by Ministry of Health of Ukraine under the state budget funds.
  • Monitoring of state procurement of medicines, medical devices and other products performed by State Enterprise “Medical Procurement of Ukraine” using the state budget funds.
  • Preparation of analytical and presentation materials regarding state procurements of medicines, medical devices and other products performed by Ministry of Health of Ukraine using the state budget funds.
  • Preparation of recommendations for the improvement of health goods procurement performed by the Ministry of Health of Ukraine.
  • Preparation of required materials and draft letters regarding collection of requests from the regions of Ukraine on procurement of medicines, medical devices, and other products using the national budget funds.
  • Preparation of materials on needs collection from regions of Ukraine for purchase of medicines, medical devices, and other products using the national budget funds.
  • Consolidation of health goods procurement requests from regions of Ukraine.
  • Preparation of Budget Programme Passport drafts, that describe the procurement of medicines, medical devices and other products performed by Ministry of Health of Ukraine under the state budget
  • Providing consultations to the SE “Electronic Health” on the development and implementation of the project “e-Stock - management of medicines, medical devices and other products ”
  • Providing consultations to the Deputy Minister regarding improving the procedure for the Ministry of Health of Ukraine to conduct public procurement of medicines, medical devices and other products by the funds of state budget.

  • Monthly intermediate report (authorized by Ministry of Health) (up to 5 pages in Ukrainian with all relevant annexes) is submitted. The report shall include analytical materials regarding procurement processes of medicines and medical devices conducted by international organizations and state authorities, that are being updated on a regular basis.

By the end of each contractual month

  • Final report (up to 10 pages in Ukrainian with all relevant annexes and authorized by Ministry of Health) is submitted The final report shall cover full assignment and depict main consultancy results.

Copyright

The title rights, copyrights and all other rights whatsoever nature in any material produced under the provisions of this TOR will be vested exclusively in UNDP.

PROPOSED PAYMENT SCHEDULE

UNDP will pay the negotiated amount in two 8 tranches according to the following payment schedule:

  • First payment upon submission and approval of the Deliverable 1 (1/8);
  • Second payment upon submission and approval of the Deliverable 2 (1/8);
  • Third payment upon submission and approval of the Deliverable 3 (1/8);
  • Fourth payment upon submission and approval of the Deliverable 4 (1/8);
  • Fifth payment upon submission and approval of the Deliverable 5 (1/8);
  • Sixth payment upon submission and approval of the Deliverable 6 (1/8);
  • Seventh payment upon submission and approval of the Deliverable 7 (1/8);
  • Eighth payment upon submission and approval of the Deliverable 8 (1/8);

monitoring/REPORTING requirements

Work-progress reporting/monitoring meetings will be held with the Consultant on a regular basis. While UNDP will be the final authority to administrate the work, the Ministry of Health will be responsible for all control of quality and evaluate work-progress of the Consultant performance. No reports or documents should be published or distributed to third parties without prior approval of the Ministry of Health and UNDP.

Required Skills and Experience

EXPERIENCE AND QUALIFICATIONS REQUIREMENTS

  • University degree in Governance, Public Administration, Economics, or related area.
  • At least 5 years of relevant experience in public health, medicines procurement or pharmaceutical areas.
  • Experience performing analytical and monitoring work in public procurement.
  • Fluent Ukrainian/Russian, working knowledge of English.

DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS

  • Letter of interest/proposal, explaining why the applicant considers him- or herself the most suitable for the work, including 2 examples of analytical or monitoring work provided .
  • Personal CV in the form of P11, including information about past experience in similar projects / assignments and contact details for referees.
  • Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP

FINANCIAL PROPOSAL

Lump sum contract

The financial proposal shall specify a total lump sum amount and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in instalments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR.  In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount and number of anticipated working days.  

Travel costs

Travels are not foreseen within this assignment.

EXPERIENCE AND QUALIFICATIONS REQUIREMENTS

  • University degree in Governance, Public Administration, Economics, or related area (Bachelor`s degree - 10 pts, master`s degree - 15 pts, PhD - 19 pts)
  • At least 5 years of relevant experience in public health, medicines procurement or pharmaceutical areas (5 years - 15 pts, 6-7 years - 20 pts, 8 and more years - 25 pts)
  • Experience performing analytical and monitoring work in public procurement – at least 2 examples of such wok provided (14 pts)
  • Fluent Ukrainian/Russian, working knowledge of English - 10 pts, fluent Ukrainian/Russian and English - 12 pts.

EVALUATION METHOD

Contract award shall be made to the incumbent whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) having received the cumulative highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Technical Criteria weight: 70%

* Financial Criteria weight: 30%

Only candidates obtaining a minimum 70% from the maximum available technical score (49 points) would be considered for the Financial Evaluation

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will equal to 30. All other price proposals will be evaluated and assigned points, as per below formula:

30 points [max points available for financial part] x [lowest of all evaluated offered prices among responsive offers] / [evaluated price].

The proposal obtaining the overall cumulatively highest score after adding the score of the technical proposal and the financial proposal will be considered as the most compliant offer and will be awarded a contract.
