Gender Equality and Social Inclusion Consultant (Kherson)

Chemonics International Inc. is looking for a qualified professional to fill the position Gender Equality and Social Inclusion Consultant.

The United States Agency for International Development in Ukraine (USAID/Ukraine) has awarded Chemonics International a contract (“Ukraine Democratic Governance East Activity” or “DG East”) to support USAID/Ukraine’s objectives of promoting inclusive civic identity, common civic values, and a unified Ukraine by addressing the divisive impacts of Russia’s aggression, cases of far-right Ukrainian nationalism, and the consequences of ongoing armed conflict through increased citizen participation, improved service delivery and more responsive governance. DG East purpose is to strengthen the connection and trust between citizens and their government in Eastern Ukraine and to (1) develop greater acceptance of a shared civic culture based on common values and understandings, and (2) increase participation to improve Ukraine’s governance and reform processes and help to resolve community problems. Activities across the two objectives are implemented across five project offices: Kyiv, Kramatorsk, Severodonetsk, Mariupol, and Kherson.

Title: Gender Equality and Social Inclusion Consultant 

Length of Assignment: Short-term 

Estimated LOE: 90 LOE (comprising of several local trips and limited remote LOE)

Assignment Location: Kherson territorial community  

Dates: o/a June 2021 through December 2021

Detailed responsibilities: 

The main purpose of the assignment is to support the city of Kherson in designing and adopting a comprehensive, normative, and realistic GESI plan as a part of the General City Strategy. The GESI Consultant will work in accordance with the DG-East responsibilities, in close cooperation with the O.M. Beketov NUUE and KhCC, representatives of the Strategic planning working groups, other consultants who will take the lead in overall development of the strategic plan, DG-East strategic planning consultants and relevant DG East staff. The Local GESI Consultant will be responsible for performing the following task:

To develop GESI considerations for each chapter of the Kherson City Strategy on every stage as – development, formulation, monitoring, evaluation, and implementation of the document. 

As planned by the KhCC, this strategy (all parts / directions of strategy) will feature GESI considerations for the period 2022-2030 on:

• Inclusion considerations to increase inclusion of under-represented groups in all spheres of social life, and city infrastructure; to improve the access to services as educational, medical, sport etc.;

• Advocacy aspects to advocate for the rights of under-represented groups;

• Gender aspects to raise awareness on gender considerations, as well as inclusion to the strategy of gender-sensitive approaches.  

Requirements:

University degree in Sociology, Gender Studies, or other relevant fields. Master’s degree is preferable;

Minimum 5 years of experience on working with the Gender and Social Inclusion; 

Experience of participation in strategic planning and drafting of GESI policies, strategies, and recommendations;

Strong experience in working with the local government and civil society organizations on ensuring genuine citizen participation in the strategic planning process;

Strong expertise in the sector-specific directions as:

o Gender Equality (international projects, national policies creation and reviewing etc.);

o Social Inclusion (international projects, national policies creation and reviewing etc.).

PE registration is highly desirable.
