National Consultant on Ecosystem Mapping for Air Quality

Background

The UNDP Accelerator Lab is a new initiative and a global learning network established to address the development challenges. The idea is to transform our collective approach by introducing new protocols, backed by evidence and practice, which accelerate the testing and dissemination of solutions within and across countries. Four key approaches sit at the core of the Labs’ work: 

  • Building on locally sourced solutions, finding things that work and expanding on them 

  • Rapid testing and iteration to implement what works and go beyond the obvious solutions 

  • Combining the best understanding, ideas and expertise to generate collective knowledge 

  • Accelerating progress by bringing expertise, creativity and collective intelligence  

Accelerator Lab has been exploring, mapping solutions and experimenting within the domain of air pollution, air quality data, data visualization. Though this process the team has mapped the complexity of the problem: to change the situation with air quality in Ukraine, focused efforts needed by government, businesses and civil society. The ecosystem is currently lacking consensus and comprehensive understanding of the pollution levels, its impact on heath and wellbeing of communities. On the other hand, potential measures to counter air pollution might require substantial changes in applied technologies in large polluting enterprises. Lastly, the issue of indoor pollution remains largely unexplored for development partners in Ukraine.  

At the same time, Ukraine is lucky to have numerous teams that work on the issue of air pollution – there are technological teams, who develop data and engineering solutions, local businesses that invest in better quality and civic activist who know cases of pollution in depth. However, these actors remain largely uncoordinated and detached from each other.  

With regard to abovementioned, Accelerator Lab is looking for an experienced analyst who will take lead on mapping the existing ecosystem of air quality in Ukraine. The consultant will be required to identify key stakeholders on national, regional, local levels, projects, organizations, data sets and challenges and create a public ‘catalogue’ of the elements of ecosystem. Successful implementation of the assignment will require development of taxonomy, identification of methodology and the open-source platform where it will be published. 

Duties and Responsibilities

Main objective of the assignment 

The main objective of the assignment is to create visually appealing and interactable ecosystem map of air quality in Ukraine, that would capture main elements according to agreed taxonomy and methodology, the ecosystem should be a web-based solution allowing further elaboration by stakeholder (preferably on open source i.e. kumu.io, Airtable, Spreadsheets or similar).

The focus of the map should not be solely on the actors in the system. It should also represent connections/relations among the issue components.

Description of Responsibilities/Scope of work 

Under the direct supervision of Head of Exploration, the Consultant will be responsible for the following key tasks: 

  • Review existing materials of the Accelerator Lab Ukraine, UNDP Ukraine; 

  • Based on desk-research to suggest the approach to ecosystem mapping (taxonomy, connections, clustering, etc) 

  • Based on desk-research and testing to identify the suitable platform to host the developed ecosystem map (public facing, requiring minimum moderation, allowing self-reporting by members of ecosystem) 

  • Through desk-research, engagement with the ecosystem, discussions, and proactive approach to map key elements of the ecosystem 

  • To conduct semi-structured interviews (co-designed with the AccLab team) with representatives of ecosystem focusing on the future of Air quality policies/ecosystem in Ukraine 

  • To present the ecosystem map to a limited audience, capture their feedback and improve based on findings from such discussion; 

  • Organize and participate in relevant meetings; 

  • Organize and facilitate online presentation of the ecosystem map to key stakeholders; 

  • Provide other consultations to the UNDP Ukraine upon request.

Presentation and facilitated discussion of the ecosystem map, focusing on future of air quality policies, ecosystem in Ukraine held for representatives on the ecosystem, feedback captured.  

Up to 7 page report summarizing 10 semi-structured interviews prepared in Ukrainian.  

35 working days after the start of the contract 

 MONITORING/REPORTING REQUIREMENTS 

Work-progress reporting/monitoring meetings will be held with the Consultant on a regular basis (weekly).  

UNDP will be the final authority to control the quality and evaluate the work. No reports or documents should be published or distributed to the third parties without prior approval of the UNDP.? The consultant will work under the overall supervision of the Head of Exploration.  

The consultant will interact with UNDP Ukraine to receive any clarifications and guidance that may be needed.  

The satisfactory completion of each of the deliverables shall be subject to endorsement of the Head of Exploration 

The Consultant will duly inform UNDP of any problems, issues or delays arising in the course of implementation of assignment and take necessary steps to address them. 

All reports and results are to be submitted to the UNDP in electronic form (*.docx, *.xlsx, *.pptx, and *.pdf or other formats accepted by UNDP). 

PROPOSED PAYMENT SCHEDULE 

Payment will be made in 1 tranche upon completion of the whole assignment.

  • At least Specialist’s degree or equivalent in Public Administration, Environment, Economics or other related fields; 

  • At least 1 year of proven experience in development and / or implementation of innovative projects in the field of air quality and/or environmental issues;  

  • At least 2 years of proven experience in analytical, project role in the area of environmental policy and/or reforms coordination and/or project management; 

  • Knowledge of social innovation and/or complexity, system thinking theories and concepts; 

  • Experience in ecosystem and/or stakeholder mapping – at least 1 stakeholder/ecosystem map developed by the candidate, or where s(he) had a leading role; 

  • Experience with presenting data, reports, insight in visual and interactive format; knowledge of different system visualization tools; - at least 1 interactive and visually appealing presentation 

  • Fluency in Ukrainian and English is required;

Lump sum contract
