Position Purpose

The Grants and Finance Officer shall be responsible for the grants management for the Community Action for HIV Control and related financial duties. The Grants and Finance Officer will focus primarily on grantees’ budgeting, monthly projections of grants and spending, compliance, accuracy of financial reporting from grantees, financial capacity building of grantees, reporting, and analysis functions. S/He will be responsible for ensuring direct technical assistance to sub-awardees, as well as monitoring implementation of program activities under the project’s sub-awards. A successful candidate must demonstrate strong organizational skills and a spirit of flexibility, adaptability, and collaboration under challenging conditions. The Grants and Finance Officer is responsible for ensuring the highest level of integrity in the management of sub-grants including proper adherence to Pact and GAC policies and procedures.

Key Responsibilities

  • Ensure proper negotiation of final terms and conditions for grants and contracts, under the direction of the Grants Manager, pertinent to the review and analysis of budget estimates for allowability, reasonableness, and consistency;
  • Assist in the implementation of awards, under the supervision of the Grants Manager, including budget and expense analysis, reconciliations, re-budgeting, and grant closeout;
  • Track the submission of Grantees financial reports and milestones. Be responsible for sub-grantee’s financial reports and milestones timely submission, review and approval.
  • Review financial reports for compliance with Grant agreement, budget, and implementation plan, Ukrainian legislation, Pact and USAID rules and regulations etc.
  • Contact Grantees/Subcontractors and obtain missing primary backup documents;
  • Review justification of revisions of the Grant budget. Support with grant modifications as needed;
  • Utilize Pact’s Subaward Management System (Salesforce) and accounting system (Serenic NAV) for subaward management. Ensure that all required documentation is uploaded and stored as per Pact policy.
  • Proactively inform Grants Manager in advance of any pending triggers, milestone due dates, deadlines, or termination dates;
  • Provide support focused on compliance, grants and contracts management and successful implementation of grants and contracts;
  •  Administer monitoring/compliance visits.
  • Work closely with the Grants Manager to ensure accurate and timely disbursement and liquidation of subaward expenses.
  • Provide advice to the grantees on grant projects financial reporting;
  • Ensure that all award files are complete and maintained as required;
  • Support closeout of sub-grants, including preparation of final inventories, property disposition, etc.
  • Perform other duties as assigned.

Basic Requirements

  • University Degree in finance, accounting, audit, economics, entrepreneurship or related field. Proven experience of 2+ years in finance, economics, auditing related spheres supplemented by University Degree in other area will also be accepted;
  • Prior experience of 2+ years in accounting, auditing or grants management. USAID projects experience will be an advantage;
  • Experience of working with international technical assistance programs supported by USAID or European donors;
  • Excellent computer skills (including Excel, Word);
  • Good organizational skills and ability to manage a complex workload and deadlines;
  • Highly effective administration skills including computing, word processing, and data management and visualization;
  • Excellent communication skills (both written and oral) in English and Ukrainian;

Preferred Qualifications

  • Background in the area of NGOs grant management;
  • Experience of work with databases and data analysis will be an asset;
  • Familiarity with Serenic NAV, 1C or other accounting systems will be an asset;
  • Understanding of awards management cycle;
  • Working knowledge and understanding of USAID’s rules and regulations , particularly 2 CFR 200;
  • Strong time-management and organizational skills, flexibility, excellent interpersonal skills; and ability to work collaboratively on a wide range of issues;
  • Ability to patiently and diplomatically forge consensus between diverse stakeholders on grant making issues;
