Quality Improvement Advisor (Community Action for HIV Control USAID project)

FHI 360 is seeking applications for the position of Quality Improvement (QI) Advisor under the USAID-funded Community Action for HIV Control project in Ukraine.  The five-year project aims to accelerate Ukraine’s efforts to achieve HIV epidemic control by 2030 by improved prevention, testing, and linkage to care among key and priority populations. Community Action for HIV Control will improve accessibility, acceptability, equitable coverage and efficiency of HIV services, and will be implemented in close cooperation with the Center for Public Health (Ministry of Health, Ukraine).

JOB DESCRIPTION

The QI Advisor will be responsible for leading and coordinating FHI 360’s activities related to community HIV service collaborative quality improvement effort and use of project data for technical activity performance monitoring, data reporting and empowering collaborative teams to use data for improvement.

SPECIFIC DUTIES

  • Under guidance of the Senior Technical Advisor, develop, implement, and monitor quality improvement strategies in differentiated service delivery (using practical approaches on collaborative quality improvement, developed by FHI360)[1].
  • Adapt collaborative quality improvement for differentiated service delivery effort using Charter/Roadmap and based on core stakeholders that are expected to be engaged in Collaborative[2].
  • Collaboratively with the Public Health Center of the Ministry of Health of Ukraine and relevant stakeholders, design and develop a quality improvement, quality assurance framework for HIV prevention, testing, linkage to treatment and retention in care services in Ukraine.
  • Provide training of project staff and community partners in the adapted for differentiated service delivery PDSA/QI methodology.
  • Provide joint coaching to QI teams in design, implementation, and evaluation of QI collaborative effort.
  • Facilitate collaborative quality improvement learning sessions with multiple teams. Support teams in preparatory work before learning sessions
  • Develop capacity of relevant systems stakeholders in QI coaching, including specific QI system analysis and change management tools.
  • Develop a system (including, but not limited to targets, quality indicators, tools to measure quality of services) to monitor the quality of HIV prevention, testing and linkage to treatment services within the scope of the project.
  • Perform analysis of quality of services related data and information and develop working strategies to improve quality of service provision by relevant stakeholders.
  • Facilitate development of collaborative improvement knowledge management briefs, success stories.
  • Perform other duties, as assigned. 

MINIMUM REQUIREMENTS

  • Master’s degree in public health, epidemiology, social work, sociology or other related discipline.
  • At least 5 years of experience managing QI programs, including data collection and analysis and the provision of technical assistance.
  • Experience working with Ukrainian CSOs to implement QI activities and collect data.
  • Familiarity with Ukrainian public health and healthcare systems, particularly with HIV prevention and treatment areas.
  • Experience with USAID or other donor-funded projects in Ukraine or Eastern Europe.
  • Fluent oral and written English and Ukrainian.

PREFERRED REQUIREMENTS

  • Experience in working in the public health system and wide health system network.
  • Prior experience with roles and responsibilities related to quality improvement and or quality assurance of HIV or other public health and/or healthcare services.
  • Familiarity with HIV epidemiology in Ukraine.
  • Experience working with key populations affected by HIV in Ukraine.
  • Excellent command of MS Excel for data analysis.
