PROGRAM BACKGROUND

Handicap International “HI” (operating as Humanity & Inclusion) is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights.
HI is currently opening a multi-sectoral life-saving assistance to displaced and non-displaced populations in Ukraine such as :  Protection, shelter, health, NFIs, food security and livelihoods, water, sanitation, hygiene, and education and strengthening and supporting access to mental health and psychosocial support; provision of basic and domestic items including food, unrestricted cash assistance, and core relief items.

General Mission

Under the responsibility of the Mental Health and Psycho-social Support Projects Manager, the Mental Health Psychosocial Support Technical Officer will be responsible for the MHPSS activities implemented by partners. He/She must keep all the data confidential, and share it only with the designated persons

 

Missions/Responsibilities

 

  • Mission 1: Technical Support: Provide technical support to partners and HI MHPSS team
  1. Assess the technical level and capacities related to MHPSS in Rehab, MHPSS Standalone (SA) or MHPSS in Livelihood;
  2. Work with the  MHPSS teams to identify their key learning needs and design a professional development plan;
  3. Provide technical support to partners through direct training sessions and by developing distance learning tools;
  4. Provide weekly clinical support discussions with local PSS supervisors or provide direct supervision, also remotely;
  5. Identify possible solutions and technical resources to address the issues faced by the teams in the field;
  6. Analyse beneficiary and group files and data to understand needs of the beneficiaries and partner staff;
  7. Design technical tools, group and session plans with input from partners;
  8. Organisation and facilitation of trainings;

 

  • Mission 2: Reporting: Ensure the MHPSS activities are implemented and reported in line with HI strategy
  1. Development and updates of technical tools according to the needs;
  2. Ensure the translation and implementation of all MHPSS tools and processes;
  3. Monthly follow up of partner reporting, monitoring and evaluation in coordination with program teams;
  4. Contribute to any Internal and external project monitoring mission or project evaluation;

 

  • Mission 3: Strategy development: Design and implement the operational framework in link with program and technical coordinators
  1. Designing the different MHPSS activities, strategy and operational framework in collaboration with Technical Unit and programs;
  2. Identify possibilities to extend the different MHPSS activities within HI strategy;
  3. Contribute to proposal writing and reporting by inputs concerning the MHPSS needs and response;
  4. Participate into mission cross cutting thematic work groups as per PM or Technical Coordinator’s request;
  5. Participate in strategic planning exercises of the mission as per PM or Technical Coordinator’s request;

 

  • Mission 4 : Capitalization: Produce regular reports on activities and documents to ensure the capitalization of the project:
  1. Provide monthly activity reports to the PM and Technical Coordinator, and specific information
  2. Participate in the analysis of Monitoring and Evaluation data

 

  • Mission 5 :  Representation
  1. Upon request by the PM or the Technical Coordinator, represent Humanity & Inclusion on issues related to
  2. MHPSS in the projects areas with any relevant stakeholders, local, national and international partners;

Qualification(s):

 

E   Bachelor degree and/or master degree in psychology (clinical preferred)

 

Experience (type and amount of experience) :

 

 

E   More than 2 years’ experience as a Mental Health Psychosocial Support Technical Officer.

E   Previous experience working in humanitarian programs and as field psychologist/PSS worker.

E   Previous experience with HI.

 

Skills (knowledge, abilities required for the position, refer to skills repository document) :

 

E   -Proven ability to mobilise community networks, raise awareness on MHPSS.

  • -Experience in participatory approach to work with community based organisations.
  • -Excellent reporting skills (written and oral communication)
  • -Strong people and team management/supervision skills.
  •  -Proficiency in office software: word, excel, power point.

 

E   Being capable of helping team members to plan and review the drafted plans

Salary: As per HI salary scale

Duration of Contract: 2 months with possibility of renewal
