Chemonics International Inc. is looking for a qualified professional to fill the position Bookkeeper, Kyiv

 

I. JOB TITLE:

Bookkeeper – Kyiv

 

II. ESTIMATED PERIOD OF PERFORMANCE/LEVEL OF EFFORT:

Long-term

 

III. BACKGROUND:

The five-year USAID Democratic Governance East Activity (DG East) aims to strengthen the connection and trust between citizens and their government in eastern Ukraine by promoting an inclusive civic identity, common civic value and a unified Ukraine by addressing the divisive impacts of Russia’s aggression, cases of far-right Ukrainian nationalism, and the consequences of ongoing armed conflict through increased citizen participation, improved service delivery and more responsive governance. DG East’s methodology is to (1) develop greater acceptance of a shared civic culture based on common values and understandings, and (2) increase participation to improve Ukraine’s governance and reform processes and help to resolve community problems. DG East activities are implemented across five project offices: Kyiv, Kramatorsk, Severodonetsk, Mariupol, and Kherson.

 

IV. JOB SUMMARY:

The Bookkeeper is responsible for collecting and recording all information that will facilitate information exchange and dissemination of financial documentation and records to the Chemonics home office.  The Bookkeeper manages documents flow for reconciling payroll expenses and incorporating them into one package. Assists with all the preparation of those operations. Control petty cash reports timely completing. Ensures that the financial documents are compatible with standard accounting practices and follow Chemonics and USAID policies, procedures, and regulations.

 

V. REPORTING:

The Bookkeeper will work under direct supervision and report to Senior Accountant or his / her designee.

 

VI. PRINCIPLE DUTIES & RESPONSIBILITIES: 

   • Review payment requests generated by the offices, ensuring that all back-up documentation and approvals are available for transactions.

   • Proactively identify errors and/or missing documentation to ensure compliance of financial documentation.

   • Prepare electronic bank payments through the Program’s Electronic banking system “Citidirect”.

   • Assist Senior Accountant in preparing financial and personnel documents.

   • Serve as a back-up for the Senior Accountant in the period of his/her absence in entering the monthly field office project expenditures (locals) in ABACUS software.

   • Supporting backup documents as per US and Ukrainian governments’ regulations.

   • Explain generally accepted accounting principles, USAID and Chemonics regulations to staff and consultants, as necessary.

   • Liaise with short-term consultants and check the package of documents required for timely payment.

   • Perform any other financial tasks assigned by the Senior Accountant, Finance Manager and/or project leadership.

 

VII. SUPERVISORY RESPONSIBILITIES:

The Bookkeeper does not have supervisory responsibilities.

 

VIII. DUTY STATION: This position will be based remotely and when security permits in Kyiv, Ukraine.

 

IX. TRAVEL REQUIREMENTS:

Candidate must be willing to travel throughout Ukraine as needed.

 

X. QUALIFICATIONS:

   • University degree in accounting, finance, or related field required OR at least two (2) years of relevant bookkeeping, financial assistant, and/or accounting experience required, with preference for USAID-funded project experience.

   • Knowledge of payroll, tax issues, and professional accounting principles.

   • Ability to work independently with minimal supervision, to prioritize multiple deadlines assignments in a fast-paced environment, to meet deadlines, and to exercise good judgement that reflects positively on the project.

   • Knowledge of USAID rules and regulations preferred but not required.

   • Ability to effectively use computer software including financial management applications such as ABACUS or others.

   • Demonstrated high proficiency with Excel spreadsheet applications is also a requirement.

   • Ability to communicate verbally and in written form in Ukrainian, English.
