Координатор/ка з безпеки та доступу (Safety and Access Coordinator)

INTERSOS is a humanitarian organization on the front-line of emergencies, bringing assistance to victims of armed conflicts, natural disasters and extreme exclusion with particular attention to the protection of the most vulnerable people.

Since 1992 our humanitarian workers have been helping people affected by humanitarian crises: we provide first aid, food, shelter, medical assistance and basic goods. We ensure that basic needs, as education, access to clean water and health assistance, are met.

An INTERSOS emergency team is in Lviv where we are launching an intervention to assist internally displaced people and support local health facilities close to the fighting areas, already under high pressure due to the influx of displaced people and the shortage of doctors, drugs and medical supplies. We are supporting an oncological hospital and some shelters in Lviv and we also started operating in Vinnytsia, both in the city and in the surrounding areas as well as in Poltava and Dniprowith protection and health care activities. Another emergency team arrived to Odesa to deliver trauma kits and meet the growing needs of the population.

INTERSOS is opening a position of Safety and Access Coordinator in Vinitsia (with frequent field travels).

Hierarchical Supervisor: Head of Mission
Functional Supervisor: Security Advisor HQ

General purpose of the position
Under the direct supervision of the Head of Mission, the Safety and Access Coordinator will develop and oversee the implementation of humanitarian access and security management plans in compliance with INTERSOS strategy and in line with humanitarian principles, humanitarian needs, Duty of Care and Gender Equality principles.

Main responsibilities and tasks

Safety and Security Management

  • Provide technical support to INTERSOS office in Ukraine on all policies, procedures, guidelines and planning for staff safety, operational security and program continuity.
  • Ensure the implementation of Standard Operating Procedures and contingency plan.
  • Evaluate, review and update the hibernation and evacuation plans for INTERSOS premises in Ukraine, and ensure that the practical preparations are in place and known to all staff involved.
  • Ensure that accurate, up-to-date security/communications information is available in local language to all staff based in Ukraine.
  • Coordinate Safety and Security Response in case of Incident.
  • Conduct Safety and Security Assessment on Safety and Security Assets and related procedures.
  • Support relevant department in identification of Safety and Security need and related budget.

Humanitarian Access

  • Provide technical input and advice in assessments to consider new programs in new geographic areas, and regular assessment reviews for existing locations.
  • Ensure humanitarian access approaches are responsive to the context and include overarching community engagement components.
  • Be aware and ready to respond based on contextual and situational changes.
  • Participate to the mission access working group providing technical advice.
  • Coordinate with relevant department for the organization of training for relevant staff members on Humanitarian access and Negotiation.

Monitoring, Reporting & Analysis

  • Constantly monitor available sources to collect, compile and report information including incidents and trends pertinent to humanitarian access and security.
  • Prepare and disseminate regular updates to senior and relevant staff in the field.
  • Provide timely area-based access analysis based on programmatic demands.
  • Compile and submit the Monthly Security Report.

Requirements

  • University Degree in relevant field (Social Sciences, Psychology, Social Work, Human Rights, International Humanitarian Law or other fields related to social development and humanitarian work)
  • Master’s degree in human Rights, International Humanitarian Law or other fields related desirable
  • Minimum two years of working experience as Security Manager in a humanitarian/recovery context or relevant working experience in safety, security and risk analysis would be an asset
  • Good understanding of humanitarian safety practices, procedures and principles and their application
  • Experience, based on evidence, of humanitarian negotiation (with national authorities, local authorities, non-state actors, military forces) and humanitarian access in complex emergencies
  • Experience in reporting and emergency response planning
  • Teamwork and communication skills
  • Networking skills
  • Ability to work independently and in collaboration with remote technical supervision
  • Creativity, innovation and strategic thinking skills
  • Ability to work in remote field locations
  • Previous military and law enforcement experience is not required
  • Proficiency in English
