Introduction and Context

Right to Protection (R2P) is a Ukrainian not-for profit organization. R2P is dedicated to protecting refugees who find themselves in Ukraine due to dire circumstances. R2P ensures the protection and human rights of other vulnerable migrants - the conflict affected, the internally displaced (IDPs), the stateless, the undocumented and those at risk of statelessness. R2P’s key programmatic strengths are legal assistance, monitoring, advocacy as well as government and civil society capacity building. R2P has approximately 400 staff members working across Ukraine.

R2P takes part in a project on “Preparedness and Stabilization in Central and Western Ukraine” implemented by a Consortium led by ACTED with the participation of IMPACT Initiatives and funded by the Conflict, Stability and Security Fund (CSSF). The CSSF is a cross-government fund that supports and delivers activity to tackle instability and prevent conflicts that threaten UK interests.

As a result of the Russian invasion of Ukraine on 24 February 2022, ACTED is initiating a country-wide humanitarian response under its longstanding operations within Ukraine and through three hubs in Moldova, Romania, and Poland. In country, ACTED Ukraine has already begun distributing emergency assistance to support the rapidly growing number of IDPs and conflict-affected populations. As the preeminent international humanitarian organisation working in the field of risk reduction and civil protection (CP), ACTED will soon begin preparedness and stabilisation activities with its sister organisation, IMPACT Initiatives, and long-time partner, Right to Protection (R2P). Preparation and stabilisation initiatives are designed to help reinforce the capacity and resources for emergency response in the west, southwest, and central parts of Ukraine. Local authorities must be supported to cope with ongoing and anticipated mass movements of people and expansion of active hostilities into new areas. ACTED and its partners will support three oblasts initially, with the possibility to scale up pending continuing assessments of feasibility, access, etc. Oblasts currently under consideration include Volyn, Lviv, Ivano-Frankivsk, Chernivtsi, Ternopil, Khmelnytskyi, and Kirovohrad. 

The project manager will be directly supervised by the DRR Project Coordinator with close interaction with other project staff as well as local R2P teams in regions.

Key Duties & Responsibilities: 

Take the lead in planning and implementation of R2P’s activities focused on preparation and stabilization initiatives are designed to help reinforce capacity and resources for emergency response in the west, southwest, and central parts of Ukraine in conjunction with R2P’s staff, and ACTED leadership and partners;

Manage team activities (up to 4 people), including coordination, planning, mentoring the operations, and reporting;

Oversight in establishing and maintaining contacts with the relevant branches and agencies of the Ukrainian government, regional, raion and local authorities, NGOs and other parties as may be required for increasing effectiveness of the project;

Preparation and coordination of various project reports, including narrative, statistical, analytical and financial information related to the research activities;

Assure the timely, accurate, and full submission of reporting to the donor in coordination with R2P and ACTED leadership;

Participation in meetings, round tables and conferences on behalf of the ACTED, as well as R2P.

Description of activities to be coordinated

Preparedness and stabilization programming will focus on six key areas of civil protection and emergency response: (1) mass evacuation and emergency planning; (2) material support for emergency response and management, including coordination hubs; (3) mainstreaming protection and humanitarian standards; (4) mapping, stock-taking, and renovating shelters such as bomb shelters and IDP collective centres; (5) development of emergency education, awareness, and alert mobile application(s); and (6) capacity building for first responders. Initiatives will target a range of government and non-government civil protection departments and entities, including long-time partners of ACTED such as the State Emergency Services of Ukraine (SESU), Emergency Response Teams (ERTs), oblast and hromada authorities, social service authorities, community-level volunteer firefighters and first responders, CSOs, and others. Programming will learn from critical CP gaps/challenges highlighted by the war so far and contribute to the overall readiness of communities to manage multiple anticipated crises as a result of prolonged and expanding hostilities. Complementary to these efforts, ACTED will explore the possibility to preposition stock (e.g., NFI, hygiene kits, baby items, etc.) in and around the identified locations for use in the event of conflict escalation.

Professional qualification and requirements:

University level of education;

At least 2 years of project management experience;

Excellent ability to communicate effectively in English, Russian, and Ukrainian, both verbally and in writing;

Strong analytical and interpersonal skills, ability to deal with diverse groups of people;

Mature judgment combined with a proactive, energetic approach to problem solving;

Organizational and time management skills;

Ability to meet deadlines;

Previous experience with humanitarian related  activities. Emergency response work experience will be an advantage.
