DAI is seeking qualified candidates for full-time Program Officer position in Kyiv to join USAID Governance and Local Accountability (HOVERLA) Activity’s team. Interested candidates should submit their application through the following portal:

Project Background

DAI Global LLC is implementing the U.S. Agency for International Development (USAID)-funded Governance and Local Accountability (HOVERLA) Activity, based in Kyiv with project activities across Ukraine’s regions and communities. The HOVERLA Activity will build upon accomplishments and progress made to complete the necessary legal framework for decentralization and support Ukraine’s advance to self-reliant local governance.  It supports the operation of newly consolidated communities, improves services delivered to citizens, and advances citizen engagement and confidence at all levels.  HOVERLA has three primary objectives:

  •   Objective 1:  Ukraine’s system of local self-governance is increasingly institutionalized and effective;
  •   Objective 2:  Subnational government achieves greater self-reliance; and
  •   Objective 3:  Citizen’s participation and influence is increased in local governance processes

To support these initiatives, DAI seeks qualified candidates to fulfill HOVERLA’s goals.

 

POSITION OVERVIEW:

The Program Officer provides operational and administrative assistance to the technical leadership of the Objective 1 Team and performs a variety of coordination, communications, and logistic services to support the daily activities of the senior management team. This position will report to the Legal Expert (Objective 1 Team).

 

OBJECTIVES and DUTIES:

  •   Support the daily administrative and operational needs of the Objective 1 team
  •   Maintain project technical leadership meeting and event calendars
  •   Draft documents and correspondence in English and (or) Ukrainian languages upon Objective 1 Lead’s and Legal Expert’s request
  •   In coordination with the logistics and procurement teams, assist project technical leadership in scheduling meetings, making appointments, and sending invitations
  •   Manage correspondence and files on Share Drive on behalf of Objective 1 team
  •   Prepare required meeting documents, take meeting minutes, draft memos to file during project meetings and events
  •   Assist technical team in creating event budgets, event agendas, invitations, participation lists, requisitions in an internal system (TAMIS) and follow policies and procedures under section 10 of HOVERLA Field Operations Manual
  •   Coordinate with monitoring and evaluation team on online reporting of the events, workshops, seminars, and training sessions per USAID guidelines
  •   Assist project technical leadership in making photocopies, drafting letters, formatting power point presentations, sending technical documents, coordinating with the translator to translate project documents as needed
  •   Assist in the planning and oversight of events such as annual work planning meetings, annual retreats, and launching events
  •   Help project technical leadership establish and maintain communication and coordination channels with government offices, local organizations, donors, and others by acting as a liaison with those external parties
  •   Maintain confidential records for the project leadership
  •   Develop and maintain an efficient project technical document and filing system in line with HOVERLA’s project retention policy, develop document templates and ensure adherence to project templates
  •   Liaise with operations or grants teams to ensure the technical team follows all processes and procedures for accessing resources such as requisitions, agreements, and tracking deliverables
  •   Assist technical team in creating internal budgets, scopes of work, and/or concepts for interventions to assist in HOVERLA budget and resource planning
  •   Assist technical team in post award management with contracted vendors and grantees to ensure timely delivery of submission and review of grant documentation
  •   Coordinate with team members on work activities, to meet deadlines, and provide additional support where needed
  •   Other duties assigned by Legal Expert, Objective 1 Lead and Deputy Chief of Party
  •   Attend important meetings and take notes/minutes
  •   Assist in ensuring smooth logistics and event organization upon request
  •   Provide adhoc translation and interpretation
  •   Monitor resolutions and orders of the Cabinet of Ministers in the field of local government

 

Qualifications:

  •   Bachelor’s degree and at least 6 years of relevant experience required
  •   Previous experience working with USAID or other international donor-funded projects or NGOs is a plus
  •   Ability to build effective relationships with clients, peers, and stakeholders
  •   Strong administrative, coordination, scheduling and organizational skills required
  •   Ability to multi-task to meet set deadlines
  •   Fluent Ukrainian and strong English language skills required
  •   Strong computer skills (MS Office suite) required
