Position: Team Lead.

Employment Type: full-time, Monday-Friday.

Location: Ministry for Territories, Communities, and Infrastructure Development.

Reports to: SURGe Deputy Director.

Remuneration: fees are subject to negotiation and must not exceed established market rates.

About the project:

In October 2019, Alinea International launched a new five-year project in Ukraine: Support to Ukraine’s Reforms for Governance (SURGe). SURGe is a technical assistance project in Ukraine, funded by Global Affairs Canada and implemented by Alinea International Ltd.

SURGe’s ultimate outcome is to help the Government of Ukraine (GoU) deliver governance and economic reforms that better respond to the needs of its citizens. To achieve this, the Project will strategically enhance and strengthen the GoU’s reform management functions, namely its capacity to undertake planning and analysis of reforms considering citizen impact and to implement these reforms.

 

Reform initiative and position summary:

To address the immediate need of communities for inclusive social and economic recovery and new demands that require responsiveness and innovation in rebuilding damaged infrastructure allowing successful resettlement, SURGe has launched the Community-led Inclusive Recovery Initiative (CLIR) to encourage local communities to take the issue of inclusive recovery into their own hands, to analyze and prioritize community needs and based on the collected and verified data prepare Community Recovery Plans and Programs. The RI aims to facilitate and ensure that the voice of every citizen is included throughout the process.

SURGe Project is looking for а Team Lead who will lead planning and implementation of the Community-led Recovery initiative together with SURGe, Government of Ukraine and local self-governing bodies; manage the team; oversee needs assessment; coordinate development of methodologies, legal acts, implementation of capacity building activities, communication campaigns and other technical assistance products; maintain effective relations with stakeholders and partners of the Initiative.

 

Indicative duties and responsibilities (scope of work):

1. In cooperation with SURGe manage the team, develop Initiative vision and logic model.

2. Coordinate implementation of the Initiative in cooperation with the Ministry and SURGe project: identify needs of citizen and communities, develop implementation plan, manage resources, measure the Initiative progress.

3. Lead the Initiative team and ensure productive and constructive working environment.

4. Coordinate and manage donor relations, communicate with donors, partners, and stakeholders.

5. Maintain effective working relationship with the initiative beneficiaries (local communities, different society groups, Government of Ukraine, other technical assistance projects).

6. Develop and enact the Initiative implementation plans to deliver:

    • Policies and regulations;

    • Optimized processes for communities on strategic planting and recovery projects prioritization;

    • Relevant tools and guidelines that support implementation of the initiative;

    • Capacity building activities for the governmental stakeholders to use the developed tools and guidelines;

    • Communication campaigns;

    • Piloting developed tools and methodologies in selected communities.

7. In line with the Initiative logic model:

    • Monitor initiative indicators and team performance;

    • Draft reporting documents;

    • Represent initiative deliverables at working groups, meetings and other official events.

8. Adhere to the principles of RBM, GBA+ and environmental sustainability in preparation of the deliverables.

9. As agreed with SURGe, ensure visibility of the Government of Canada support to this initiative in conferences, meetings, seminars, working groups, interaction with public authorities, non-governmental organizations, and other international technical assistance projects.

10. Prepare and draft other documents and activities as requested by SURGe and Government of Ukraine related to Food Security initiative.

 

Preferred qualifications and skills:

   5+ years of professional experience in project management, consulting, governance or related area.

   5+ years of experience in leading reform office or technical assistance project in the area of community development.

   Proven experience in managing teams (min 5 people). Ability to structure the work of the team and ensure timely implementation.

   Knowledge of the government policy making cycle and national reform agenda, public administration, emergency response and reconstruction.

   Experience in the advisory to the Government of Ukraine is highly desirable.

 

Other experience and skills:

   Results driven highly-motivated expert with sound judgement and maturity.

   Strong ethics, well-balanced and mature personality, positive attitude to the job.

   Strong organizational skills, ability to work under tight deadlines.

   Excellent knowledge of Ukrainian, ability to speak and write clearly.

   Excellent command of English, both written and speaking skills.

   Citizen of Ukraine.

 

The duration of the contract is 6 months with a possibility of extension (subject of approval and implemented deliverables during a previous deployment).

For contracting (after the job offer is made), the selected candidate is expected to be registered as a Private Entrepreneur of the 3d group (consultancy services).
