Monitoring & Evaluation (M&E) / Subgrants Officer at NDI Ukraine

The National Democratic Institute for International Affairs (NDI) is a non-profit organization working to strengthen democracy worldwide. NDI programs in Ukraine are supported by the U.S. Agency for International Development (USAID), Sweden, UK, Canada, and the National Endowment for Democracy (NED).

We are currently seeking a Monitoring & Evaluation (M&E) / Subgrants Officer to join our team. The M&E / Subgrants Officer will contribute to financial monitoring, subgrant management, and the maintenance of the M&E system.

Job Title: M&E / Subgrants Officer, NDI Ukraine

 

Tasks and Responsibilities:

  • •  Collaborate with the M&E / Subgrants Manager on day-to-day tasks related to subgrant management of various programmatic portfolios;

  • •  Act as the primary focal point for one of the programmatic portfolios and its subgrantees;

  • •  Perform initial reviews of financial reports and supporting documents submitted by subgrantees, with final approval granted by the M&E / Subgrants Manager;

  • •  Support the maintenance and timely updates of M&E and subgrants-related online tools;

  • •  Oversee administrative and logistical duties to ensure the smooth functioning of reporting and data collection systems, including but not limited to: data entry and database management;

  • •  Conduct M&E / Subgrants-oriented training sessions and consultation meetings with program staff and partner organizations as needed, promoting a learning culture within the organization;

  • •  Contribute to fostering regular and healthy communication with program staff and implementing partners on M&E- and subgrants-related issues;

  • •  Verify that subgrant applications comply fully with organizational and donor requirements;

  • •  Aid in the establishment and maintenance of a well-organized and structured document management system;

  • •  Assist with the development of subgrant project proposals, ensuring proper results chains, project goals, and objectives;

  • •  Review and update logical frameworks and performance management plans as needed, incorporating a focus on continuous improvement.

 

Required Qualifications and Competencies:

  • •  Bachelor’s degree in Finance, Law, Sociology, Political Science, International Relations, International Development, or a related field;

  • •  At least two years of experience in a related field;

  • •  Familiarity with subgrant management functions is an advantage;

  • •  Demonstrated interest in and general understanding of the political and civic landscape;

  • •  Proficiency in Microsoft Office programs and Google Suite; 

  • •  Experience with logical framework approach, results-based management and reporting, and waterfall management methodologies;

  • •  Attention to detail, ability to multitask and prioritize assignments;

  • •  Strong analytical skills;

  • •  Excellent written and oral communication skills in Ukrainian and English, including writing reports using result-oriented language and developing presentations;;

  • •  Ability to work in an organized manner and meet deadlines;

  • •  Desire to be a team player and demonstrate a commitment to continuous learning and professional development.

 

Desired Qualifications and Competencies:

  • •  Knowledge of Ukrainian tax, civil, and labor codes is preferred;

  • •  Proficiency in R, Python, Java Script, and/or other programming languages for working with project and GIS data is a strong advantage, but not required;

  • •  Experience with GIS software (ArcGIS / QGIS) is a strong advantage;

  • •  Understanding of BI platforms and systems (e.g., Tableau, Microsoft Power BI, Google Data Studio) is an advantage;

  • •  Experience with Adobe Creative Cloud and its visual editing components is a plus;

  • •  Completion of online courses or professional trainings in areas such as M&E, statistics, business management, grant management, communications, or GIS will be considered a valuable asset;
