Position Summary:

Nickol Global Solutions (NGS), as a subcontractor to Deloitte on the USAID/Ukraine State-Owned Enterprise Reform Activity (SOERA), is seeking an experienced Partner Communications Coordinator. This position is full time and based in Ukraine.

The purpose of Ukraine SOERA is to strengthen public sector business operations and transparency, improving governance and oversight, advancing privatization of selected SOEs, and developing a strategic management model for SOEs remaining in state ownership. Smart reform and targeted privatization of Ukraine’s SOEs will reduce opportunities for corruption, increase private sector participation, and stimulate broad-based economic growth. Objectives to be achieved by this activity will include:

 

1. SOE Mapping, Information, and Strategy

2. Reform Coordinating Mechanism (RCM) and Strategic Communications

3. Reviewing and Improving SOE Policies, Legislation, and Regulations

4. Facilitating SOE Privatization

5. Improving Corporate Governance and Management of SOEs

6. Providing Emergency Response and Recovery Preparation Technical Assistance to the GOU and SOEs

 

Under the SOERA Public Communications Strategy, the project will support a wide variety of initiatives and campaigns to assist the Ministry of Economy (MOE) and State Privatization Fund of Ukraine (SPFU) in highlighting their state-owned enterprise (SOE) reform and privatization efforts, success and impact. An important part of SOERA’s communications support is to assist the MOE and the SPFU and their respective communications teams in managing and developing the necessary content, outreach campaigns, marketing efforts, coordination of events, information flow, and social media.

As part of SOERA’s support, it has provided a number of communications consultants (public relations managers, writers, and graphic designers) placed within the relative outreach and communications departments of the MOE and SPFU, roughly nine in total, to support the existing communications and marketing teams in successfully delivering internal and external communications in support of SOE reform and privatization.

SOERA requires the expertise of a highly experienced professional full-time (176 hours per month) to serve as Partner Communications Coordinator to manage, oversee, collaborate coordination and liaise between the SOERA communications consultants and the Government of Ukraine (GOU) communications teams to ensure harmony of approach, successful delivery, and reporting of results.

 

Duties:

The Partner Communications Coordinator will perform the following tasks:

•  Working with closely with the three SOERA designated consultants within the ME and six SOE designated consultants within the SPFU, the Coordinator will:

•  Monitor and supervise the internally placed consultants including monthly reporting, level of effort, timecards, and analysis to enhance and ensure successfully deliver of communications, outreach, and public relations campaigns and activities for GOU partners.

•  Promote seamless internal communications between project teams in the ME and SPFU and the SOERA placed consultants.

•  Ensure the SOERA placed consultants are meeting ME and SPFU needs and adjust scopes of work and work stream focus as needed to meet demand.

•  Deliver ongoing reporting on the progress of the consultant’s work streams for outreach and public relations efforts with the Ministry of Economy and SPFU.

•  Oversee, evaluate, and make recommendations on the performance of selected communications consultants, their role, responsibilities, and impact.

•  Coordinate public communications efforts working closely with the communication teams within the Ministry of Economy and SPFU to effectively deliver messaging and outreach campaigns.

•  Assist in developing communication solutions to explain the benefits of government decisions and positive impact on economic development.

•  Assist in developing narratives to support the Ministry of Economy and SPFU’s daily communication on state-owned enterprises reform.

•  Support communication activities that will enhance the Ministry of Economy and SPFU’s role as the main driver of the reform implementation.

 

Requirements

•  Higher education degree in public relations, media relations, journalism, strategic communications, government affairs, marketing or other applicable fields.

•  Five plus years of media relations and/or public relations experience in government or business.

•  Fluency in business Ukrainian.

•  Fluency in English required.

•  Excellent written and oral communications skills.

•  Experience overseeing consultants and team building.

•  Experience in managing outreach and public relations activities and campaigns.

•  Computer literacy: MS Office, social media fluency, graphic design familiarity.

•  Proven ability to establish communication protocols, prepare and present information, formulate messages, and work closely with media.

•  Kyiv-based.

•  Hybrid work; on-site with local partners and offsite.

•  Experience with USAID-funded projects preferred.
