Background

LWF World Service is the internationally recognized humanitarian and development arm of The Lutheran World Federation (LWF). Today, LWF is a widely recognized international organization present in more than 25 countries. In response to the crisis in Ukraine, LWF Ukraine has established humanitarian operation in Kharkiv and Chernihiv oblasts in the areas of Shelter rehabilitation, Winterization, School rehabilitation, Protection including Mental Health and Psychosocial Support (MHPSS) and Multipurpose Cash Assistance. LWF Ukraine aims to support internally displaced persons and other affected communities in the Kharkiv and Chernihiv oblasts. LWF Ukraine coordinates and works closely with the Government of Ukraine, local authorities, the LWF member church, ACT Alliance members, civil society organizations, UN agencies and other relevant actors.

 

Scope of Work

The Construction Specialist/Engineer will work closely with LWF Shelter Project Coordinator, Shelter Team, and selected Vendors/Contractors to supervise daily implementation, standards, and quality assurance of the shelter and school renovation program activities in Kharkiv City and Oblast. He/she will work in accordance with LWF scheduled work plans, budget and overall policies and guidelines related to Shelter/Apartment/Houses/Schools and other private/public infrastructure construction, repair, and maintenance in the LWF project areas. S/he will report to LWF Shelter Project Coordinator.

 

ESSENTIAL JOB RESPONSIBILITIES

Project Management and Overall Standard and Quality Control

• Provide technical support in all aspects of the management of a shelter repair program focused primarily on the rehabilitation of apartments and schools in Kharkiv.

• Use effective monitoring and supervision tools to ensure easily assessment of works quality, progress, and performance of engineering firms and construction companies during the duration of the LWF Ukraine shelter repair program in Kharkiv city and Oblast.

• Monitor and review of BoQs, standards and quality of shelter/apartments and school rehabilitation and maintenance works specified in the agreements of LWF and vendors or contractors.

• Ensure the quality and standards of all LWF Shelter and construction related activities undertaken in Kharkiv city and Oblast including the day-to-day supervision of contractors/vendors and quality control.

• Provide close monitoring on construction activities by undertaking regular site inspection visits, conduct meetings with beneficiaries and vendors/contractors to ensure works are progressing based on the specified provisions in the contracts as well as to ensure efficient use of resources.

• Closely work with selected beneficiaries and contractors/vendors and conduct joint supervision of LWF Shelter activities ensuring that SOPs, technical standards, and requirements set by local authorities (Municipality, City Council, Village/Community Authorities, etc.) and Shelter Cluster are well met/followed.

• Provide technical support and inputs on all shelter and related activities to field teams.

• Assist the Shelter Project Coordinator to prepare project procurement plans, carry out quality checks as well as finalizing pre-qualified as well as final selection of vendors/contractors.

• Advise the LWF Shelter Project Coordinator when to adopt appropriate measures to hand over completed shelter/apartments to beneficiaries in presence of local authorities.

• Submit high quality, analytical, and timely progress and periodic reports of Shelter rehabilitation and maintenance activities to the supervisor.

Coordination and Team Management

• Represent LWF at Technical Coordination Meetings as well as other relevant technical meetings organized by local authorities, Shelter cluster and technical working group.

• Provide assistance in checking technical documents related to construction (design drawings, technical specifications and bills of quantities); verify whether they are clear, complete and compliant to programmatic and construction needs, eco-efficiency and accessibility requirements.

• Coach and train LWF staff, Community Mobilizers and Local NGOs volunteers with the aim of strengthening their technical capacity, sharing knowledge, and providing opportunities for professional development.

• Contribute to country team-building efforts, help team members identify problem solving options and engage all team members into relevant decision-making processes.

• Coordinate with LWF Shelter Project Coordinator to ensure that input and technical quality of shelter project activities are efficient.

• Work with Safety and Security Officer and ensure compliance with LWF Ukraine Safety and Security procedures and policies as determined by the Country Security Plan.

 

Professional Standards

The LWF and LWF workers must adhere to the values and principles outlined in the LWF Employee Code of Conduct (CoC) as well as the Core Humanitarian Standard (CHS) and relevant LWF policies such as Child Safeguarding, Prevention of Sexual Exploitation and Abuse (PSEA) and Gender Justice. The staff member must conduct himself/herself both professionally and personally in such a manner as to bring credit to the LWF and to not jeopardize its humanitarian mission.

 

Requirements

Generic professional competencies for this position:

• Bachelor or Master's degree in Architecture, Constrution or Civil Engineering or another relevant construction project management field.

• Minimum 5 year senior experience in shelter rehabiliation project management and technical supervision of contruction and infrastucture development projects.

• Experience working in emergency/humanitarian/recovery context.

• Strong technical skillset.

• Excellent proposal and reporting skills.

Context/specific skills, knowledge, and experience:

• Knowledge of the humanitarian context in Ukraine conflict is desirable.

• Proven ability to manage competing priorities in conflict and complex settings.

• Good communication and strong computer skills.

• Good organisational and prioritozation skills.

• Self-awareness and proven ability to operate successfully in multi cultural environments.

• Ability to achieve results and maintain consistent high standards of professional behaviour and achievement, including when working within remote management.

• Ability to manage stress, flexible and accommodating in difficult and frustrating working circumstance.

• High level of computer literacy.

• Excellent language and written skills: Ukranian and English.
