Centre for Economic Strategy seeks Senior coordinator (International cooperation and assistance), short-term position, for the WNISEF-funded project “Technical support for the Ministry of Economy regarding investments, war-risk insurance and development of the processing industries”.

The Ministry of Economy of Ukraine (MoE), CES major partner and WNISEF beneficiary, intending to restore and elevate Ukraine’s industrial potential to the European level estimate that it is necessary to establish approximately 600 modern productions in various sectors.

The pursuit of these opportunities requires a set of well-coordinated policy actions: in this regard, the MoE is establishing the Project Office to ensure and strengthen the economic development toolset. Through this assignment CES will provide short-term expert support to the MoE.

In particular, Senior coordinator (International cooperation and assistance) will have a leadership role in development, implementation and coordination of cooperation strategies to ensure the provision of tailored support from IFIs/DFIs, donors, development partners for investments and private sector support in Ukraine. 

Specific Tasks and Responsibilities:

  • • Leading the efforts of a team of national and international consultants working with the Investments Department of the Ministry of Economy and other technical teams to ensure effective design and delivery of international cooperation activities, overseeing their planning and implementation in line with Results-Based Management principle;
  • • Providing strategic coordination, guidance and support to Senior Leadership of the Ministry of Economy regarding the International Cooperation and Assistance programmes focused on attracting investments, private sector support, SME recovery, war-risk ensuring mechanisms etc;
  • • Regular liaison with the high-profile counterparts, such as foreign export credit agencies (ECAs), USAID, the World Bank, MIGA, DFC, IFC, EBRD, OECD, European Commission, UNDP, local and international insurance companies, donors, IFIs/DFIs, development partners as well as other stakeholders to negotiate and establish partnerships for the development and implementation of cooperation initiatives;
  • • Assisting the Investments Department of the Ministry of Economy in establishing formal partnerships, development of project proposals, ToRs, cooperation agreements with international organizations, donors, IFIs/DFIs, research institutions and relevant stakeholders;
  • • Accompanying Senior Leadership of the Ministry of Economy in international conferences, forums, bilateral and multilateral meetings with stakeholders to showcase the work of the Ministry of Economy, build partnerships and explore fund mobilization and assistance opportunities;
  • • Proactive tracking of the engagement and contributions of public, private, and donor stakeholders for the Ukraine’s private sector support, measuring success by the number of coordinated actions or investments facilitated / funds mobilized / technical assistance attracted;
  • • Supporting efforts of strategic positioning of the Ministry of Economy and its portfolio of investments projects and development cooperation initiatives to achieve the targets for economic recovery in 2024 and beyond;
  • • Participation in the Multi-Donor Coordination Platform meetings and other mechanisms for international cooperation and assistance synchronization on Ukraine’s economic recovery;
  • • Identifying technical support needs, related to the investments and private sector support stream of work of the Ministry of Economy, which can make a difference, and working with technical experts and donors to propose appropriate solutions.

Essential qualifications, skills and experience:

  • • Advanced degree, preferably in International Relations, Political Studies, Economics or similar;
  • • Progressive experience in international cooperation, development partnerships, donor coordination, preferably in the field of economic development, recovery and reconstruction;
  • • Strong knowledge and understanding of international cooperation frameworks and mechanisms;
  • • Excellent strategic planning and negotiation skills;
  • • Strong analytical and problem solving abilities;
  • • Effective communication and interpersonal skills;
  • • Ability to work independently and as part of a team;
  • • Project management skills and experience in coordinating and overseeing complex projects;
  • • Ability to set and align challenging, achievable objectives for multiple projects, that have a lasting impact;
  • • Ability to create and act on opportunities to expand horizons, proactively initiate and champion change, manage multiple competing demands, think beyond immediate tasks / barriers and take action to achieve greater results;
  • • Excellent English, both spoken and the ability to draft clear written communications.

The place of performance for this assignment is Ukraine (remotely and in person, as feasible), with relevant local travel required to fulfill the assignment.   

This assignment will require up to 12 months of LOE, from on/about 01 February 2024, through on/about 31 January 2025.
